About this opportunity

The Defense Logistics Agency (DLA) is seeking a contractor to perform bulk material sampling and analytical laboratory services for the National Defense Stockpile. The solicitation, identified as SP8000-25-R-0005, is an Indefinite Delivery Indefinite Quantity (IDIQ) contract requiring the selected vendor to conduct physical and chemical property testing of materials entering government stockpiles. Contractors must be capable of sampling materials at government locations or vendor sites, with the ability to perform comprehensive analytical testing and deliver Certificates of Analysis (COAs) within 80 calendar days of the government's request. Proposals are due by May 16, 2025, at 11:59 PM EST, with the government reserving 10 calendar days to review and determine material acceptability. The evaluation will likely include past performance assessments, technical capabilities, and pricing competitiveness, with a focus on the contractor's ability to meet stringent sampling and testing requirements.

The contract is set aside for Women-Owned Small Businesses (WOSB) in the NAICS category 541990 for Professional, Scientific, and Technical Services. The total contract ceiling is approximately $754,800 for sampling services, with an additional $101,000 per year allocated for materials and consumables. Performance will occur across multiple strategic material storage depots, including locations in Scotia, NY; Hammond, IN; Hawthorne, NV; and Point Pleasant, WV. The base contract period runs from August 5, 2025, to August 4, 2026, with two potential one-year option periods. Task orders will specify detailed requirements, including material type, sampling location, and performance timeframes, with an estimated 5,200 analytical tests projected annually. Contractors must be ISO 17025 certified and comply with comprehensive environmental, safety, and occupational health management system guidelines.
