About this file

This file is a Pricing Sheet for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Bulk Material Sampling and Analytical Laboratory Services issued by the Defense Logistics Agency. The document contains three primary pricing components: X001 Analytical Test Pricing, X002 Sampling Services Pricing, and X003 Travel Pricing. The pricing sheet covers a base period from 8/5/25 to 8/4/26 with two additional option periods, detailing labor categories, estimated hours, and rates for Program Managers and Laboratory Technicians.

The pricing structure includes comprehensive analytical testing for various elements using multiple techniques such as ICP-OES/AES, ICP-MS, XRF, and others, with tests covering elements like hydrogen, lithium, carbon, nitrogen, and numerous other chemical elements. The total maximum IDIQ contract ceiling is $14,491.00, with yearly totals broken down by base year and two option years. The contract requires the contractor to perform bulk sampling services and analytical testing of materials for government stockpile conformance, with each task order specifying material, sampling location, timeframe, and testing requirements, with a 80-calendar day turnaround for completing analysis and delivering Certificates of Analysis (COAs).

In accordance with FAR 52.216-31, Time-and-Materials/Labor-Hour Proposal Requirements-Number of Hours * Personnel * Labor Rate = Labor Costs
Commercial Acquisitions, the offeror must specify fixed hourly rates that include wages,
overhead (O/H), general and administrative (G&A) expenses, and profit. Therefore, the
Government requires that the contractor provides the regular and overtime hourly wage rates
