About this opportunity
Naval Facilities Engineering Command seeks roof repairs to Building 1860 at Marine Corps Base Camp Lejeune, North Carolina, with proposals due August 3, 2026 at 1:00 p.m. EST. This procurement is restricted to six pre-selected contractors holding NAVFAC roofing MACC contracts: Achuti LLC, Apex Business Solutions LLC, Quality Roofers and Guttering Inc., Riza Construction Inc., Seashore Builders Inc., and Yerkes South Inc.
Place of performance is Camp Lejeune, NC. The work involves complete demolition of the existing modified bitumen roof system down to the existing steel deck, approximately 2,500 square feet of steel deck removal and replacement using 20-gauge galvanized Type B decking, and installation of a new modified bitumen roof system with polyisocyanurate insulation (R-25 minimum) and vapor barrier. The scope also includes removal and reinstallation of vertical metal wall panels, replacement of metal framing and wall insulation, and installation of a new insulated roof hatch with OSHA-compliant safety rail. The building will remain occupied during construction and must be watertight at the end of each work day. Contract completion is 270 days after award. The estimated cost range is between $500,000 and $1,000,000, with lowest price as the basis for award. Liquidated damages are assessed at $880 per calendar day for delays.
Prevailing wage applies under General Decision Number NC20260010 (dated July 28, 2026), with roofers at $18.26 per hour plus $4.38 in fringes. Executive Orders 13706 (paid sick leave) and 13658 (minimum wage of $13.30 per hour) apply. Buy American requirements for construction materials apply. A lead paint survey identified lead-based paint on an exterior metal ladder at trace levels requiring encapsulation; asbestos surveys found no asbestos-containing materials in roofing components. Bond requirements apply based on proposal value: no bonds for under $35,000; payment bonds only for $35,000–$149,999; and bid, payment, and performance bonds for $150,000 and greater. Mandatory site visit occurred July 8, 2026. Questions were due July 20, 2026. Amendment 0004 (July 30) changed the proposal acceptance period to December 31, 2026. Amendment 0005 (July 31) updated the prevailing wage determination. NAICS 238160, PSC Z2JZ.
