CONTINUATION SHEET

1. QUESTION: States prepared steel deck for new patch – can the same 20GA galvanized type B decking notated in keynote 1? (Reference drawings AD-101 Keynote 9)

ANSWER: Yes. Deck patches at locations of removed abandoned vent piping (Demolition Keynote 9, Detail B2/AD301 and Detail A2/A-501) are to be 20-gauge galvanized Type B steel deck matching the existing deck profile — the same material identified in Demolition Keynote 1 and shown in Detail D1/A-501, TYPICAL METAL ROOF DECK REPAIR DETAIL

2. QUESTION: Should crickets be included behind the hatch to help with water flow?

(Reference drawings A-101)

ANSWER: Crickets are not specifically indicated at the roof hatch. Drainage is provided by the existing 1/2 inch per foot structural deck slope. Section 06 10 00, paragraph 3.2.1.3 requires wood saddles or crickets and cant strips as necessary; provide a cricket at the upslope side of the hatch curb where required to maintain positive drainage around the curb.

3. QUESTION: Can the government supply a LiDAR of the existing roof to show any areas of possible standing water?

ANSWER: A LiDAR survey of the existing roof is not available. Existing conditions photographs are provided on Drawing A-901.

4. QUESTION: Can the government supply a current roof inspection? Core Samples?

ANSWER: A current roof inspection report and roof core sample report are not available. The existing assembly is a modified bitumen roof system over insulation and vapor barrier on existing steel deck, as shown on Drawings AD301 and AD302. Demolition Keynote 1 on AD101 establishes an estimated 10 percent (approximately 2,500 SF) steel deck removal and replacement allowance for deteriorated deck.

5. QUESTION: Does the new roof hatch be thermally broken? (Reference Specs 07 72 33 part 2 B)

ANSWER: No. Section 07 72 33 does not require a thermally broken roof hatch. Paragraph 2.1.B.3 requires only that operation of the cover not be affected by temperature; it is not a thermal break requirement. Provide the specified Type S single-leaf hatch with 14 gauge galvanized steel cover with 1 inch fiberglass cover insulation, and 12 inch high 14 gauge galvanized steel curb with 1 inch rigid fiberboard curb insulation, sized to match the existing rough opening per Keynote 6/A-101

6. QUESTION: Please verify the color of the coping.

ANSWER: The pre-finished metal parapet cap, gravel stop, and drip edge are to match the color of the existing pre-finished metal wall panels being salvaged and reinstalled (Keynotes 8 and 9 on A-101, Keynote 5 on A-201). Field verify the existing color and submit manufacturer's color charts and finish sample chips for approval in accordance with Section 07 60 00, paragraph 1.4.2.

7. QUESTION: Please verify the type and size screw to be used to reinstall metal wall panels.

(Reference drawings A-201Keynote 1)

ANSWER: In accordance with Section 07 42 13, paragraph 2.3.4.2, screws are to be corrosion resistant zinc-coated steel or Series 304 stainless steel, of the type and size recommended by the panel manufacturer to meet the performance requirements and design wind loads indicated on Drawings A-002 and A-003. Install in accordance with paragraph 3.3.2 at the existing fastener spacing and pattern, with a minimum 1 inch penetration into the supporting member. Provide fastener heads with factory-applied color finish to match the panel color.

8. QUESTION: Please confirm the removal of the PT lumber to the metal deck extends to all locations.

ANSWER: Confirmed. All existing wood nailers and wood blocking within the limits of the roof replacement are to be removed down to the existing metal deck at all locations — perimeter edges, parapets, high wall transitions, equipment curbs, roof hatch curb, and penetrations — as shown on Drawings AD301 and AD302. Provide new pressure treated wood blocking and nailers in accordance with Section 06 10 00 and the details on Drawings A-301 and A-501.

9. QUESTION: Per paragraph 1.3.5 we will be working over unoccupied portion of the building but do you anticipate roof work will cause noise issues for any other occupants?

(Reference Specs 01 14 00 1.3.4 & 1.3.5)

ANSWER: The building beneath the work area is occupied. Normal construction noise associated with roof demolition, deck removal and replacement, and mechanical fastening is anticipated and acceptable during regular working hours. Coordinate with the gov’t a minimum of 48 hours in advance of high noise operations so that occupants may be notified. Maintain the building weathertight and secure at the end of each work day.

10. QUESTION: If the above answer is yes: should alternate work hours be included in the proposal? (Reference Specs 01 14 00 1.3.4)

ANSWER: No. Base the proposal on the regular working hours established in Section 01 14 00, paragraph 1.3.3 (0730 to 1600, Monday through Friday, excluding Government holidays). Work outside regular working hours is not anticipated and, if requested by the Contractor, requires gov’t approval with written request submitted at least 15 calendar days in advance in accordance with paragraph 1.3.4.

11. QUESTION: Will the NTP for construction be issued at the time of award?

ANSWER: The task order award is the notice to proceed.

12. QUESTION: Is this job identified as a contaminated site project? (Reference Specs 01 35 29.13)

ANSWER: No. This project is not identified or designated as a contaminated site project. The work is limited to roof replacement and associated roof-level work, with no ground-disturbing activity and no known contaminated media within the limits of work.

13. QUESTION: Is the contractor going to held accountable for this specification? (Reference Specs 01 35 29.13)

ANSWER: Section 01 35 29.13 is included for use only in the event contaminated media are unexpectedly encountered during performance of the work. No work under this contract is anticipated to require compliance with this section, and no costs for site safety and health plans, work zones, decontamination facilities, or exposure monitoring under this section need be included in the proposal. Should contaminated media be encountered, stop work in the affected area, notify the Contracting Officer immediately, and the requirements of this section will be implemented by modification.

14. QUESTION: Is a FPQC required for this project? (Reference Specs 01 45 00 1.4.4.1.1)

ANSWER: No. A Fire Protection Quality Control Specialist is not required. No fire protection or life safety systems are installed under this contract; no Division 21 or Division 28 specification sections are included in the Project Table of Contents.

15. QUESTION: Is a Electrical & Telecommunication QC specialist required for this project?

(Reference Specs 01 45 00 1.6.4.2)

ANSWER: No. An Electrical and Telecommunications QC Specialist is not required. No Division 26, 27, 28, or Division 33 outside plant work is included in this contract. Existing conduit and the existing transmitter on the roof are to remain and be protected in place (Keynote 8/AD101 and Keynote 10/A-101).

16. QUESTION: Will a lay down yard be identified for a job trailer, material containers?

(Reference Specs 01 50 00 1.6)

ANSWER: Lay down area will be identified after award but will be available.

17. QUESTION: Is there a requirement on a rented dumpster that is has to be painted the standard installation color? (Reference Specs 01 50 00 3.6)

ANSWER: There is no preference of dumpster color.

18. QUESTION: Please confirm these test are required? (Reference Specs 07 42 13 2.1.3)

ANSWER: The performance requirements of paragraph 2.1.3 apply to new metal wall panel assemblies. The scope of this project is the careful removal, storage, and reinstallation of the existing pre-finished metal wall panels (Keynote 11/AD101 and Keynote 1/A-201); no new metal wall panel system is being furnished. Air infiltration testing under ASTM E283 is therefore not required. If replacement panels are required, submit the manufacturer's certified test reports for the new panel product in lieu of project-specific testing.

19. QUESTION: Please confirm these test are required? (Reference Specs 07 42 13 3.5.1)

ANSWER: No leakage testing is scheduled or required as a matter of course for this project, and no test allowance need be carried in the proposal. The Government reserves the right to request testing under this paragraph, which would be at no cost to the Government.

20. QUESTION: Please confirm how the government is accepting panels that are being reinstalled after being removed from the rooftop after years of use? (Reference Specs 07 42 13 3.5.2)

ANSWER: Reinstalled panels will be accepted on the basis of visual inspection in accordance with paragraph 3.5.4, Construction Monitoring: panels installed without buckles, ripples, or waves; uniform alignment and module; side laps properly formed, sealed, and fastened; correct number, type, and spacing of fasteners; and associated flashing and sheet metal installed to form a weathertight assembly. Pre-existing weathering, chalking, and fading of the salvaged panel finish will be accepted as-is and is not a basis for rejection. Scratches, abrasions, and minor finish defects resulting from removal, storage, or reinstallation are to be repaired with the manufacturer's specified repair materials per paragraph 3.5.2. Panels damaged during removal, storage, or reinstallation that cannot be satisfactorily repaired are to be replaced with new panels matching the existing profile and color, at no additional cost to the Government.

21. QUESTION: Please verify if there is lightning protection involved in this project.

(Reference Specs 07 52 00 3.3.5.5)

ANSWER: No lightning protection system work is included in this project and none is indicated on the contract drawings. Paragraph 3.3.5.5 applies only in the event existing lightning protection system components are encountered on the roof, in which case they are to be reset, flashed, and attached to the new roof membrane in a manner acceptable to the roof membrane manufacturer.

22. QUESTION: Please confirm if it is the governments expectations that the reinstalled metal wall panels are to be painted. (Reference Specs 09 90 00 1.1.1.1)

ANSWER: No. The salvaged pre-finished metal wall panels are to be reinstalled in their existing factory finish and are not to be field painted. Under Section 09 90 00, paragraphs 1.1.1(b) and 1.1.1(c), only factory finished or existing coated surfaces that are damaged during performance of the work require refinishing; damaged panel finishes are to be repaired or the panels replaced in accordance with Section 07 42 13, paragraph 3.5.2. Painting under this contract is limited to the existing metal roof ladder (Keynote 7/A-101 and Keynote 4/A-201).

23. QUESTION: Are 3rd party locates required for this project?

ANSWER: No. Third party utility locates under Section 01 50 00, paragraph 3.2.3 are required prior to digging. This contract includes no excavation or ground-disturbing work; all work occurs at the roof level.

ANSWER: The Government will not furnish a separate storage facility for the salvaged panels.

Store panels within the Contractor's assigned laydown/storage area identified at the pre-construction conference. Store panels in accordance with Section 07 42 13, paragraph 1.5 and Section 01 50 00, paragraph 3.7 — off the ground, neatly stacked, sloped for drainage, and protected from damage, weather, and staining. Panels damaged in storage are to be replaced with new panels matching existing at no additional cost to the Government.

25. QUESTION: Please confirm what color the ladder is be painted. (Reference Drawings A-101)

ANSWER: A color is not indicated for the existing metal roof ladder. In accordance with Section 09 90 00, paragraph 2.2, colors of finish coats not indicated or specified will be selected by the Architect/Gov’t; submit manufacturer's paint color samples for selection and approval.

26. QUESTION: Please confirm if UXO training required

ANSWER: 3R Training under Section 01 14 00, paragraph 1.5.1 is required only for Contractor personnel performing ground-disturbing activities. This contract includes no ground-disturbing work, and 3R Training is therefore not required.

27. QUESTION: 1.10 states Contractor shall host partnering meeting, however in follow on bullets it states the Contracting Officer will coordinate. What are the contractors hosting responsibilities?

ANSWER: The specifications include informal partnering and the initial partnering session will be combined with the Pre-Construction conference. Additional partnering sessions will be utilized as needed.

28. QUESTION: Can one person serve as QCM, Superintendent, and SSHO? This project isn't complicated and two people on site are not needed.

ANSWER: Yes. Section 01 45 00, paragraph 1.6.1.1 requires the QC Manager to serve as the Site Safety and Health Officer (SSHO) as detailed in Section 01 35 26, and permits the QC Manager to also perform the duties of Project Superintendent. The individual must meet the qualification requirements for each role, including the experience requirements of paragraph 1.6.1.2 and the CQM for Contractors certification required by paragraph 1.6.1.3. An Alternate QC Manager meeting the same qualifications must still be designated in accordance with paragraph 1.6.3.

29. QUESTION: 02 82 00 - There are two people defined a Qualified Person (QP) and Private Qualified Person (PQP). With the small amount of asbestos to be remediated, is a private qualified person (PQP (3rd party first tier subcontractor to the Prime) really necessary? The subcontractor is qualified and have quality control and safety procedures they must follow already. (Reference Specs 02 82 00)

ANSWER: No PQP is required.

30. QUESTION: This paragraph states all preconstruction division 1 submittals should be combined into one package. These plans are often very detailed and take time to review.

Wouldn't it be better to submit them by specification section to spread out the reviews?

(Reference Specs 013123.13 para 1.3)

ANSWER: Please follow the contract specifications for this requirement.

31. QUESTION: In this section there are many paragraphs, submittals and QP requirements for personnel that will not be used on this project including dredging. Can those be deleted?

(Reference Specs 01 35 26)

ANSWER: The section will not be revised. The requirements of Section 01 35 26 apply only to the extent of the work actually performed under this contract. The dredging provisions of paragraph 1.7.1.4 and its subparagraphs are not applicable to this project; no dredging safety personnel, Collateral Duty Safety Officer, dredging-specific training, or related submittals are required. The same principle applies to other paragraphs addressing operations not included in this scope of work.

32. QUESTION: This paragraph states that all the usual people in our company should sign the APP but then adds "and any designated CSP or CIH". Please confirm those specialist signatures are required. (Reference Specs 013526 para 1.8.1)

ANSWER: Signature by a Certified Safety Professional (CSP) or Certified Industrial Hygienist/Health Physicist (CIH) is required only if such a specialist is designated for this project, as indicated by the qualifier "any designated" in paragraph 1.8.1. This contract does not require the designation of a CSP or CIH. If none is designated, the APP requires signature only by an officer of the firm, the individual preparing the APP, the on-site superintendent, the designated SSHO, and the Contractor Quality Control Manager.

33. QUESTION: This detail shows the drain leaders to remain. Are these in good shape? Are the drains currently functional and draining water from the roof without leaking into the building? Reference drawings AD301 A2)

ANSWER: The existing interior roof drain leaders are to remain and are understood to be functional without leaks. In accordance with Demolition Keynote 4 on Drawing AD101, all roof leaders are to be water tested prior to installation of the new roof drains. Any deficiencies revealed by that testing are to be reported to the Contracting Officer and will be addressed by contract modification.

34. All other terms and conditions remain unchanged.
