NEPA Environmental Checklist Summary

This is a National Environmental Policy Act (NEPA) Environmental Checklist completed by the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic for project B141, "Replace Emergency Diesel Generator" at Naval Submarine Base New London, Connecticut (eProjects #1904124). The project, scheduled to begin in FY27, involves replacing an existing pad-mounted generator and 300-gallon above-ground diesel fuel storage tank with a larger 2,050-gallon capacity system to provide additional emergency power to the Genesis Chamber equipment. Additional scope includes installing new receptacles connected to emergency power, upgrading emergency distribution systems with automatic transfer switch and panel, and removing and sealing penetrations through existing walls, floors, and ceilings. The exterior project area encompasses 325 square feet with 70% anticipated disturbance. Construction activities will utilize emission-generating equipment (backhoe, bobcat, forklift, flatbed, cement mixer) and will generate hazardous waste including asbestos-containing materials (ACM) assumed present in the existing generator and lead paint identified during demolition.

The Environmental Division determined the proposed action qualifies under Department of Navy Categorical Exclusion (CATEX) DoW A128-8 for routine repair and maintenance and does not require further NEPA analysis. However, full implementation of 15 environmental requirements is mandatory, including: EPA-approved Tier III Emission Certification for the generator; asbestos NESHAP compliance; State Historic Preservation Office (SHPO) consultation (completed with no adverse effect determination on 8/4/2026); hazardous materials surveys and proper disposal protocols; dig permit requirements; stormwater management compliance; secondary containment specifications for the petroleum storage tank meeting 40 CFR 112 and NFPA standards; and immediate notification of any dewatering activities. Environmental Division staff contact is Christopher Koproski, Installation Environmental Program Director (christopher.r.koproski.civ@us.navy.mil).

NEPA ENVIRONMENTAL CHECKLIST – SUBASENLON

NEW FORM EFFECTIVE 03/20/2025. The PWD Environmental Division (EV) uses this NEPA Environmental Checklist (EC) to determine the environmental requirements associated with a proposed project. Complete the first 2 pages of the form, attach a site map and a SOW or 1391, and then submit to EV. Submit the complete EC with required attachments a minimum of 15 days prior to a project’s scheduled start date. If there are modifications to the project scope or if work has not been initiated within 1 year of the signature date, please contact EV for review/approval prior to initiating the project.

GENERAL PROJECT INFORMATION

1 Activity Requesting: NAVFAC MIDLANT ROICC New London

2 Activity POC / Phone / email: John Papitto, 860-694-4914, john.a.papitto.civ@us.navy.mil

3 Name of Project: B141 Replace Emergency Diesel Generator

4 Project Number (if any): eProjects # 1904124

5 Project Location: NAVSUBASE NEW LONDON CT

6 Project Type: Design Bid Build

7 Description of the Project:

This project will replace the existing pad-mounted generator and associated above ground diesel fuel storage with a larger capacity to provide additional emergency power to the Genesis Chamber equipment. Additionally, new receptacles, connected to emergency power, will be provided for general use within the Genesis Chamber, as well as a duplex receptacle on the 2nd/3rd floor B156 connector corridor to support emergency power to a refrigerator. The emergency distribution will be upgraded including a new automatic transfer switch, emergency distribution panel, and transformer. Work includes removals and sealing of new penetrations through existing exterior walls, interior walls, floors, foundation walls, and ceilings. A portable trailer mounted generator will be provided to support operations during the construction period. The existing generator manufacturer was unable to confirm whether asbestos was used in the internal components, so it will be assumed to contain ACM. Lead paint was identified. No PCB-containing materials were identified. Work also includes removal of existing and provision of new ductbank, feeders and concrete pad.

8 Why is this project needed? The NSMRL’s Genesis Chamber has limited backup power to support the usage of equipment upon loss of normal power.

9 Date project scheduled to begin? FY27
