About this file
This document is a Government Response to Request for Clarification (RFC) regarding a Statement of Work (SOW) for a boat inspection requirement. The specific question seeks clarification on the SOW's inspection standards, focusing on the requirements for a weld inspector qualified per AWS QC1 to conduct a visual inspection of a boat's hull integrity, deck assessment, structural components, seaworthiness, and ABYC standards compliance.
The government's response clarifies that the SOW intends for the boat to be inspected according to two separate sets of standards: AWS QC1 (weld inspection) and ABYC standards. Importantly, these inspections do not need to be performed by the same inspector. The response addresses the requestor's uncertainty about which specific ABYC standard applies, noting that while ABYC standards typically do not directly relate to hull integrity, both sets of standards should be considered in the inspection process.

Government Response to RFCs
16) Question: SOW States: A person qualified as weld inspector per AWS QC1 shall accomplish a visual inspection consisting of hull integrity, deck assessment, structural components to include keel, frames and bulkheads, seaworthiness, ABYC standards compliance and recommendations.
In conversations with multiple entities (CWI & Engineers), the feedback we have received is that it is not clear what the intention of the SOW requirement is. Can you clarify which ABYC standard specifically the requirement is calling out? (ABYC standards typically do not apply to hull integrity). Can you provide any clarifying information on what the baseline is for the inspection criteria?
Answer: The intent of the SOW paragraph is to have the boat inspected to both AWS QC1 (weld inspection) standards, and in compliance with ABYC standards. These do not have to be accomplished by the same inspector.
