About this opportunity
The Bureau of Reclamation seeks removal and replacement of two existing 30-inch fixed-cone valves and related peripheral equipment at Bradbury Dam's outlet works, with proposals due October 27, 2026. This procurement is restricted to small businesses under NAICS 237990 with a $45 million size standard.
Place of performance is Bradbury Dam, approximately 20 miles northwest of Santa Barbara, California. Work must commence within 7 calendar days of notice to proceed and complete within 450 calendar days. The facility must control and release water through both new fixed-cone valves by December 15, 2027, with manual operation acceptable. The interruption of service window is September 1 through March 31 annually; any outage requires 30 days' advance notice.
The scope includes electrical inspection and installation by a U.S. registered electrical engineer; removal of existing valve supports, actuators, and associated equipment; design of new valve supports by a California-registered Professional Engineer; furnishing and installation of two new fixed-cone valves with hoods, butterfly valves, reducers, valve actuators, and grounding systems; and provision of a temporary bypass pump system supplying 9 to 11 cubic feet per second from Lake Cachuma to the dam spillway during outage. Maximum flow rate is limited to 150 cfs per valve.
The estimated project cost ranges from $1 million to $5 million. Pricing is structured as lump-sum across five Contract Line Item Numbers covering mobilization, contract document management, temporary bypass pump system, electrical systems, and valve removal and installation. Award will be firm-fixed price under FAR Part 15 using Lowest Price Technically Acceptable source selection.
Evaluation criteria are construction schedule and sequencing, contractor experience, and past performance. Proposals must include three separate volumes: Business Proposal, Technical Proposal and Past Performance, and Pricing Proposal. A mandatory site visit occurred September 2, 2026. Questions were due five business days after the site visit. Davis-Bacon prevailing wage rates apply; the current determination is General Decision Number CA20260014, effective October 15, 2026. Performance and payment bonds are required within 10 calendar days after award. The contractor must employ an onsite safety representative with OSHA 30-hour training and three years of similar experience, plus a qualified safety professional.
