About this file

This is an offeror responsibility information form and template for the Department of Interior solicitation 140R2026R0018 (also referenced as 140R2026R0006). The form is used to collect information from prospective contractors to support the Contracting Officer's responsibility determination in accordance with FAR Part 9 standards. The document establishes that only contractors determined to be responsible will be awarded contracts, and that all submitted information will be treated as confidential.

The form requires offerors to complete three sections: (1) Existing Commitments, which requires detailed information on all ongoing contracts for both the offeror and major subcontractors, including contract number, amount, description, location, performing organization, performance period, and percentage subcontracted; (2) Equipment and Personnel availability, which requires offerors to identify all labor categories with the number of employees needed versus available and identify all equipment needed versus available for contract performance; and (3) a narrative explanation section where offerors must explain how any shortages in personnel or equipment will be addressed. The form includes tables with rows for multiple entries and indicates that additional rows should be added as necessary to fully document all commitments and resources.
