About this file

This is Amendment 0005 to Solicitation 140R2026R0018 issued by the Bureau of Reclamation, Mid-Pacific Region for the Bradbury Dam Outlet Valve Replacement project. The amendment is effective August 17, 2026, and incorporates a question and answer regarding valve substitution while extending the proposal due date to October 6, 2026, at 9:00 AM PDT.

The amendment addresses a contractor's request to substitute a 30-inch knife gate valve for the specified AWWA C504 butterfly valve, which was designated to serve as a guard valve upstream of the fixed-cone valves. The contractor raised concerns about the butterfly valve's ability to safely close under maximum dynamic-flow conditions if the downstream fixed-cone valve remained fully open. The Government's response clarified that under normal and maximum operating conditions, flow will not exceed the specified 150 cfs operating condition, and the butterfly valves are not intended to function as emergency closure valves. The guard valve function is limited to isolating fixed-cone valves during maintenance activities under controlled conditions. Accordingly, the Government determined that substitution of a knife gate valve based on emergency closure capability is not necessary to meet the operational requirements of the contract. Offerors must acknowledge receipt of this amendment by the extended deadline through completion of forms, acknowledgment on offer copies, or separate written communication referencing the solicitation and amendment numbers.

A. TITLE: Bradbury Dam Outlet Valve Replacement

B. PURPOSE:The purpose of this amendment is to incorporate a question and answer and extend the proposal due date to October 6, 2026 at 9am

PDT.

C.DESCRIPTION: This amendment incorporates the following question and answer:

Question -

Request for Substitution. Amendment 0004 states that the proposed butterfly valves are specified to serve as guard valves upstream of the fixed-cone valves. Our engineering review indicates that under maximum system conditions, with the downstream 24-inch fixed-cone valve fully open, flow may substantially exceed the

150-cfs operating condition identified for the

30-inch butterfly valve. This raises concern regarding the butterfly valve's ability to safely close under the resulting dynamic-flow condition if the fixed-cone valve becomes stuck or otherwise remains open. A properly designed knife gate valve would provide an unobstructed flow path when fully open and can be designed for closure under the maximum differential pressure and dynamic-flow condition. We are therefore requesting confirmation of the required emergency/guard-valve closing condition and whether a knife gate valve meeting those requirements would be acceptable as an alternative. Specifically, Section 35 22

25, Paragraph 2.01.A.1.c requires the 30-inch butterfly valves to function as guard valves when maintenance is required for the fixed-cone valves. Please confirm whether the guard valve is required to be capable of closing under the maximum dynamic-flow condition that could occur if the downstream fixed-cone valve remains fully open. If so, will the Government permit a

30-inch knife gate valve, designed and rated to close under the specified maximum differential pressure and dynamic-flow condition, to be furnished in lieu of the specified AWWA C504 butterfly valve, provided the proposed knife

140R2026R0018/0005 gate valve meets the applicable pressure, dimensional, actuator, operational, and testing requirements and fits within the available installation envelope?

Government Answer -

Under normal and maximum operating conditions, the butterfly valve will not experience flows above the specified 150 cfs operating condition.

Based on the design and operational requirements for this facility, the flow in each leg of the bifurcation will not exceed 150 cfs. As reservoir head increases, the downstream fixed cone valve is modulated to maintain the desired discharge rate between 0 and 150 cfs. The 30 inch butterfly valves are not intended to function as emergency closure valves. Their guard valve function, as defined in Specification Section 35 22 25, Paragraph

2.01.A.1.c, is limited to isolating the fixed cone valves during maintenance activities under controlled conditions. The designated emergency isolation device is the 2'-9" × 2'-9" High

Pressure Gate located approximately 700 feet upstream of the bifurcation. Because emergency closure is not a required function of the 30 inch guard valves, they are not required to close under maximum dynamic-flow conditions with the fixed cone valve fully open.

Accordingly, substitution of a knife gate valve based on emergency closure capability is not necessary for meeting the operational requirements of the contract.
