About this opportunity

The Department of the Army National Guard seeks hazardous waste disposal services for the Hawaii Air National Guard under a multiple-award five-year Blanket Purchase Agreement, with quotations due July 31, 2026 at 10:00 AM Hawaii Standard Time (extended from July 28). The procurement is a 100% Small Business Set-Aside under NAICS 562112, Hazardous Waste Collection, with a $47 million size standard. The government intends to award up to four agreements but reserves the right to award fewer or none based on quotations received.

Place of performance includes Joint Base Pearl Harbor-Hickam in Honolulu, the 291st Combat Communications Squadron in Keaukaha, Hawaii, and the 292nd Combat Communications Squadron in Kahului, Maui. The base contract period runs September 1, 2026 through August 31, 2027, with four optional 12-month renewals extending through August 31, 2031. The BPA ceiling is $300,000 for the five-year period or life of the agreement, whichever comes first, with individual call orders not to exceed $50,000 per purchase.

The contractor must provide collection, transport, and disposal or recycling of used oil, contaminated JET A fuel, automotive coolant, gasoline, brake fluid, industrial wastewater, and fluorescent/mercury-containing lamps in compliance with Hawaii State, Federal, and Department of Transportation requirements. Performance standards require waste removal within five days of request, completed manifests and pickup receipts prior to collection, and final manifests delivered within 14 days of pickup. Personnel must complete Antiterrorism Level I and OPSEC training and obtain base identification and vehicle passes.

Evaluation weighs past performance and price equally. Quoters must provide a minimum of one work experience sheet demonstrating hazardous waste disposal experience within the last three years. Questions are due July 22 at 10:00 AM Hawaii Standard Time. All offerors must be registered in SAM.gov at time of offer submission and award. There is no minimum guarantee of work or minimum BPA call value.
