Prospective contractors must be registered in the System for Award Management (SAM) Database and submit proposals by January 27, 2025, with questions due by January 20, 2025. The government will use a best value tradeoff approach, evaluating offers based on price, technical acceptability, and past performance, with the intention to award to the lowest-priced technically acceptable offer. Technical proposals will be rated as either "Acceptable" or "Unacceptable," and past performance will be assessed using up to three recent and relevant contracts.
This solicitation is a 100% Small Business Set-Aside under North American Industry Classification System (NAICS) code 238220 for Plumbing, Heating, and Air-Conditioning Contractors. Six companies attended the site visit, including Power Washing Extreme, FG Haggerty, Iscani, Luckinbill Inc, Big Facility Services, and American Boiler Services. The solicitation notes that funds are not currently available, and the government reserves the right to cancel the solicitation before or after the closing date.
