About this file
This is a Questions and Answers document for solicitation FA441925Q0015 regarding boiler repair services at Altus Air Force Base. The document addresses seven key questions about the project specifications and requirements.
The Q&A reveals that the project will be awarded based on lowest price technically acceptable with qualifying past performance, with work to begin on April 1, 2025 and a 180-day period of performance. Bidders must bid on the complete project scope, including both the retube work and burner/control retrofit - partial bids are not accepted. The boiler tubes being replaced are approximately 131 inches in length. Regarding the burner specifications, while the 6:1 turndown requirement was randomly selected, the government prefers Limpsfield and AutoFlame control packages due to familiarity, though turndown ratio is not considered a deal-breaker. Alternative solutions such as furnishing a new boiler are not acceptable.

Text version
1. What is the Rough Order of Magnitude for this project? This will be determined by the lowest price that is technically acceptable with qualifying past performance.
2. Is it acceptable to offer alternative competitive solutions? Such as furnishing a new boiler? No
3. If awarded, what is the estimated start date for the project? 1 April 2025
4. What is the Period of Performance for this project? 180 days to include procuring material and completing the project
5. Does a bidder need to encompass both the retube scope of work and the burner and control retrofit or can a bidder bid on each option? Expectation is that the project will be bid on in total.
6. Where is the 6:1 turndown spec coming from with the Limpsfield Burner as they typically produce 4:1 or 10:1 turndown capable burner. With that said, does the burner and control package need to be Limpsfield and AutoFlame or are industry equivalents such as Powerflame and Siemens acceptable to bid? The turndown spec was randomly selected, ideally, we want the the turndown to be as low as possible, however it should not be a deal breaker. We would further like for the burner control package to be Limpsfield and AutoFlame because those are the most common for us and the ones we are most comfortable working on/with.
7. Do you have the length of the tubes that are being replaced? Approximately 131”
