About this file

This is a Questions and Answers document for a boiler restoration project at Altus Air Force Base, Oklahoma. The document includes eight questions with responses and lists six companies that attended the site visit.

Key details include a 180-day period of performance starting April 1, 2025, with work to be performed on a Cleaver Brooks boiler in Building 509. The project requires bidders to submit proposals for both the retube work and burner/control retrofit as a complete package. The boiler tubes being replaced are approximately 131 inches in length. While the government prefers Limpsfield and AutoFlame for the burner control package due to familiarity, the 6:1 turndown specification is flexible. The contract will be awarded to the lowest price technically acceptable offer with qualifying past performance. Site visit attendees included Power Washing Extreme, FG Haggerty, Iscani, Luckinbill Inc, Big Facility Services, and American Boiler Services.

Text version

1. What is the Rough Order of Magnitude for this project? This will be determined by the lowest price that is technically acceptable with qualifying past performance.

2. Is it acceptable to offer alternative competitive solutions? Such as furnishing a new boiler? No

3. If awarded, what is the estimated start date for the project? 1 April 2025

4. What is the Period of Performance for this project? 180 days to include procuring material and completing the project

5. Does a bidder need to encompass both the retube scope of work and the burner and control retrofit or can a bidder bid on each option? Expectation is that the project will be bid on in total.

6. Where is the 6:1 turndown spec coming from with the Limpsfield Burner as they typically produce 4:1 or 10:1 turndown capable burner. With that said, does the burner and control package need to be Limpsfield and AutoFlame or are industry equivalents such as Powerflame and Siemens acceptable to bid? The turndown spec was randomly selected, ideally, we want the the turndown to be as low as possible, however it should not be a deal breaker. We would further like for the burner control package to be Limpsfield and AutoFlame because those are the most common for us and the ones we are most comfortable working on/with.

7. Do you have the length of the tubes that are being replaced? Approximately 131”

8. Companies that showed for the site visit:

a. Power Washing Extreme

b. FG Haggerty

c. Iscani

d. Luckinbill Inc
