About this opportunity
The National Oceanic and Atmospheric Administration's Gray's Reef National Marine Sanctuary is soliciting boatyard services for comprehensive maintenance, repair, and alteration work on the NOAA Research Vessel Gannet (R/V Gannet, hull number R5202), a 51.9-foot aluminum high-speed catamaran. The solicitation encompasses 25 distinct work tasks including vessel hauling and relaunching, hull cleaning and inspection, bottom paint overcoating, propulsion system servicing for two Cummins QSC8.3 main engines and one Cummins generator, safety system inspections, fire suppression system maintenance, and various vessel improvements such as installing control station displays, anchoring bridles, and replacing fabric components. Award will be made on a firm fixed price basis using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with contractors evaluated on technical capability (Pass/Fail), past performance on similar aluminum high-speed catamaran projects with aluminum welding experience (Pass/Fail), and price. Written questions must be submitted by March 6, 2026 at 11:00 A.M. Eastern, with quotes due by March 11, 2026 at 11:00 A.M. Eastern, and the anticipated award date of March 23, 2026.
This is a 100% small business set-aside (NAICS code 336611—Ship Building and Repairing, size standard 1,300 employees) with no identified incumbent contractors. The contract period of performance extends 90 days from the date of award, with all work to be accomplished at the contractor's facility located within a 50-statute mile radius of Savannah, Georgia, though NOAA requires the facility to be within 200-statute miles for vessel delivery and acceptance purposes. The solicitation does not specify a contract value; contractors must provide firm fixed pricing for all required services. Service Contract Act wage requirements apply (Department of Labor Wage Determination #2015-4491), and contractors must obtain and maintain ship repairer's legal liability insurance of $1,000,000, be registered in the SAM database, and demonstrate compliance with NOAA's Sexual Assault and Sexual Harassment Prevention and Response Policy before commencing work. Quotes must remain valid for a minimum of 60 days, and all work must comply with current ABYC and USCG Subchapter T requirements.
