About this file

This is a Questions and Answers (Q&A) document for federal contract opportunity 1305M226Q0030, addressing ten inquiries from potential contractors regarding vessel maintenance and repair work.

The responses clarify specific technical requirements and expectations for the contract work. For vessel seacocks, contractors must conduct site visits to determine exact specifications, as detailed documentation is not available. The service tender engine is specified as a 40 HP Tohatsu 2-stroke model built after 2020. Item #24 regarding the internal ultrasonic transducer (a tank level indicator mounted on the exterior tank wall, not the hull) will require inspection on-site, with the government providing further instructions and the correct epoxy for reattachment. Item #17 for the aft control station will accept a small digital depth indicator readout. Item #1 requires 100% underwater body preservation, necessitating that the vessel be shifted on blocks to achieve full coverage. Regarding the propulsion shaft, the diameter is specified as 2.5 inches, with contractors responsible for measuring cutlass bearing clearance and providing replacement bearings only if deficiencies are found. The addition of tachometers to existing wiring harnesses is to be determined by the contractor during execution, as multiple solutions may be feasible. Determining strainer basket specifications and pipe sizes for spare strainers for main engines is identified as part of the contractor's task, as these components are typical for vessels of this construction type. Submission instructions are contained in the complete solicitation including all attachments.

1305M226Q0030 Q&A (2)

1. Could you share any details you have about the vessel’s seacocks, such as:

● The number of seacocks on the vessel (e.g., 2, 10, 20, etc.)

● The brand, make, or model

● Any pictures, diagrams, or documentation

● Whether there are clamshells or other fixtures that need to be removed to access them

a. Vessel seacocks are typical for a vessel of this size and construction. If information on the exact number, size, brand, and arrangement is needed, please arrange to conduct a site visit and gather the information you need.

2. Item # 9 Service Tender Engine – Can the Manufacturer, Horsepower and Serial Number of the

Tender engine be provided?

a. 40 HP Tohatsu 2 stroke built after 2020

3. Item # 24 Reattach Internal Ultrasonic Transducer – It is assumed the transducer functions even with it not being a thru hull transducer. Will cleaning of the transducer and hull surface at the attachment point and application of 4200 sealant be acceptable?

a. The transducer is for a tank level indicator. The transducer is mounted on the exterior tank wall, not the hull. Area will need to be inspected for exact needs on reattaching.

Further instructions and the correct Epoxy will be provided.

4. Item # 17 Add Fath Display and 2 Tachs at Aft Control Station – Will installation of a small digital depth indicator be acceptable at the aft control station?

a. Yes, A small digital readout is fine.

5. Item # 1 Haul, Clean, Block, Store and Launch – Is it desired to shift the vessel on blocks in order to obtain 100% underwater body preservation?

a. Yes. 100% body preservation is desired.

6. Is there a particular entity that we should submit the proposal to?

a. Please review the solicitation in its entirety (to include all attachments) for submission instructions.

7. Can you get me the Shaft diameter to size the cutlass bearings along with the rudder post dimensions for the same?

a. The task is to measure the clearance between the cutlass bearing and the shaft, cutlass bearings will only need to be provided in the case that they are found to be deficient.

Propulsion shaft is 2.5”

8. I will need the Manufacturer name/Model/Serial number for the tender motor. The Horse Power has already been confirmed.

a. 40 HP Tohatsu 2 stroke built after 2020

9. Are we able to add additional Tachs to the existing wiring harnesses or if a new harness will have to be installed and provided?

a. This is to be determined by the contractor as part of this task. It may be possible to use the existing harness. Or it may be possible to run a second set of sending units and tachs. Or it may be possible that a new harness will be needed.

10. I will need the pipe size for the spare strainers required for the main engines.

a. The task is to spec and provide the strainer baskets. Determining the size of the pipe is part of this task. They are typical for vessels of this construction and type.
