About this opportunity
The Department of Agriculture Forest Service seeks installation of approximately 1,500 lineal feet of single-mode fiber optic cable (12 strand pairs total) to establish an outside plant backbone connecting three buildings at the Blue Ridge Ranger Station on Coconino National Forest, with quotations due July 8. This is a Total Small Business Set-Aside, limiting competition to small business concerns under the $45 million NAICS 237130 threshold.
Place of performance is Flagstaff, Arizona (Happy Jack area). The contractor must install underground cable through three parallel 1.25-inch conduits at 18–36 inches depth with sand bed and tracer wire, with potholing required at all utility crossings and trenchless boring permitted under specified conditions (maximum 800-foot pull lengths, 60-inch minimum sweep radius, 600-pound maximum pull tension). All fiber must be spliced with LC UPC pigtails onto cable strands and terminated on LC UPC patch panels within interior NEMA 12K enclosures (22U, 19-inch rack, equipped with 1500VA/2000W UPS and cooling fans). Testing of new and existing fiber (24-strand single-mode) must comply with IEC 61300-3-35, TIA-526-7-A, and TIA-568 standards, performed by BICSI Certified Technicians or FOA Certified Fiber Optic Technicians. Optional work includes installation of dedicated 15-amp electrical circuits with 20-amp 120V receptacles near interior enclosures and testing of existing fiber. The contractor must begin work within 10 days of notice to proceed and complete all work within 90 calendar days. Work hours are 7 a.m. to 7 p.m., seven days per week.
The contracting office requires contractor personnel to hold minimum five years' experience in telecommunications structured cabling, with approved fiber optic suppliers limited to Corning, AFL, CommScope, and Panduit. All installations must achieve Limited Lifetime or minimum 20-year product and performance warranty. The procurement is subject to Davis-Bacon prevailing wage requirements (General Decision AZ20260043), Buy American Act compliance (FAR 52.225-9), performance and payment bonds, and Coconino County construction codes. Industrial fire plan compliance and compliance with USDA Forest Service Agency Specific Requirements (ASR Division 27) telecommunications standards are mandatory. Amendment 0003, issued July 2, extended the solicitation close date to July 8 and provided responses to 47 requests for information addressing technical specifications, material requirements, and project logistics. The contracting officer is Troy A. McCullough. Evaluation criteria include technical approach (ability to meet schedule and requirements), price (fair and reasonable determination), and past performance (acceptable, neutral, or unacceptable rating), with award to the highest technically-rated offeror provided pricing is fair and reasonable and past performance is acceptable or neutral.
