About this file
This is a technical guide document from the USDA Natural Resources Environment (NRE) Forest Service (FS) Chief Information Officer (CIO) Facilities Move Support Team, dated February 13, 2025 (Version 2.0), providing guidance for IT infrastructure installations in small facilities.
The guide establishes minimum requirements for facilities deploying Agency Designated Internet (ADI) and USDAnet hardware without prior IT infrastructure. It addresses infrastructure improvements needed for security and access control of government-owned IT hardware and systems. Standard ADI installations include Meraki Router (MX-67 or 75), Meraki Switch (MS 130-8FP), Meraki Wireless Access Point (MR 36), and associated licenses, with managed services provided through AT&T. Only the USDA Office of the Chief Information Officer (OCIO) may authorize acquisition of approved hardware. The document provides two cabinet examples: Example A for small-to-medium sites (Kendall Howard 12U cabinet, estimated cost $2,850.63) and Example B for larger sites (Hammond 20U cabinet, estimated cost $4,459.66), including detailed specifications for associated components such as uninterruptible power supplies (UPS), power distribution units (PDU), grounding systems using Telecommunications Main Ground Bus Bars (TMGB), and cabling infrastructure. Key infrastructure requirements include fire-rated plywood backboards, dedicated 120V AC 20-amp circuits, Cat 6 cabling, and outside conduit (minimum 2 inches) for service provider cable entry. For multi-building facilities, the guide recommends multimode fiber optic cable (minimum 6 strands, OM-3 50-micron) with LC connectorized terminations. Installation contractors must be state-licensed, have minimum five years' experience in structured cabling systems, and provide BICSI-certified personnel for fiber optic work and Level 3 testing certification for copper cabling. The document also addresses analog phone line replacement (POTS in a Box) for building systems such as elevators, fire alarms, and intrusion detection panels to replace retiring copper infrastructure.

1.16 OUTSIDE CONDUIT
A. Define where outside conduits need to be placed per LEC FO cable for Internet Service
Provider (ISP) incoming cable to the IT cabinet / wall rack area.
B. Any conduit exiting the ground cover will be UV rated, Schedule 40 PVC Sch 80 under traffic roadways as a minimum. All conduits will be placed in a trench or directional bore
36” to 42” depth to ensure a minimum coverage of 24 inches below the finished grade. Any new conduit installed below grade should include tracer wire, also called locating wire or locator wire, which helps locate conduits after they've been buried in the ground and prevents accidental disconnect.
C. Where ducts are placed under primary paved roads, separate bores for each duct shall be accomplished to minimize undermining of the roadway spaced as closely as possible to each other. Consult the unit engineering community and your IT specialist to verify the correct installation requirements.
D. It is recommended that a pull string be installed in all vacant conduits after final placement.
