About this file

This is a Summary of Work (SOW) specification for a fiber optic infrastructure installation project at the Blue Ridge Ranger Station on the Coconino National Forest near Happy Jack, Arizona.

The contractor shall install approximately 1,500 lineal feet of multi-mode (OM4) fiber optic cable as an outside plant (OSP) backbone connecting three buildings: the recreation modular building, maintenance building, and hot shot building. The base work includes underground conduit installation (three parallel 1-1/4" Schedule 80 PVC or SDR 13.5 conduits), with 24-strand cable running between the recreation and maintenance buildings and 12-strand cable between the recreation and hot shot buildings. All fiber must be tested to industry standards (IEC 61300-3-35, TIA-526-7-A, TIA-568) and terminated with LC UPC duplex connectors on fiber adapter panels within interior NEMA 12K enclosures equipped with 1500VA/2000W rack-mounted UPS and cooling fans. Exterior NEMA 3R enclosures must be wall-mounted at each building penetration. The work includes installation of precast polymer concrete handholes (ANSI 77 Tier 22) at three locations with weatherproof patch panels, utility markers every 200 feet along the alignment, detectable warning tape, and tracer wire with grounding rods. Optional work includes testing existing 24-strand single-mode fiber optic cable, installation of dedicated 15-amp electrical circuits with 20-amp 120V duplex receptacles near interior NEMA enclosures, and replacement of existing aerial fiber with new underground OM4 cable (approximately 450 lineal feet).

The contractor must complete all work within 90 days from Notice to Proceed, with work hours permitted 7am to 7pm, seven days per week. A BICSI Certified Technician or FOA Certified Fiber Optic Technician must supervise installation, and testing must be completed by or under supervision of a BICSI Certified Technician or FOA Certified Fiber Optic Specialist. All work must conform to Coconino County construction codes, ANSI/ASTM standards, NESC, and referenced TIA/EIA standards. The contractor is responsible for verifying existing site conditions and utility locations, avoiding tree disturbance, protecting existing improvements, and providing detailed as-built drawings with offset dimensions, burial depth, utility crossing GPS coordinates, and callouts for COR-approved improvements prior to contract closeout.

(SM; 24 strands) shall be tested to industry standards.

1.2 Background

The Blue Ridge Ranger Station is a remote facility on the Coconino National Forest.

The ranger station is the main hub for operations on the ranger district. The facility is host to office space, residential buildings, and wearhouse space. The station is located in a dense ponderosa pine forest, and mostly flat, rocky terrain. Office Buildings, living quarters, and operations facilities are located on the ranger station; with wet and dry utilities that service most buildings.

Users located on this facility have historically experienced a substandard level of service with regards to telecomunications and internet bandwith. This low level of service limits the telecoms capacity and reliability for the workforce on-site.

The existing telecom infrustructure is in need of upgrades before the network can be improved.

1.3 - Location

All work items contained in this contract will be located at the Blue Ridge Ranger

Station in the Coconino National Forest, near Happy Jack, AZ:
