About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 seeks labor, materials, equipment, and supervision to furnish, install, program, and test a complete temporary fire alarm system serving Building 7 at Doris Miller VA Medical Center, with proposals due August 20, 2026, at 1:00 p.m. Central Time and a mandatory site visit on August 13, 2026, at 11:00 a.m. CST. The procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses.
Place of performance is Waco, Texas. The temporary system must provide continuous code-compliant fire detection, manual initiation, notification, and monitoring; be compatible with existing Honeywell/Notifier fire alarm infrastructure using Notifier models or approved equivalents; and be wireless, independent, and not integrated with the existing main system. All programming must be performed by a licensed Notifier distributor. A NICET-certified licensed individual is required; no professional engineer seal is required for design. The system will become government property upon completion. Work is performed during normal business hours of 7:00 a.m. to 4:30 p.m., Monday through Friday, unless otherwise approved. Contractor must maintain medical center operations 24/7 and comply with Infection Control Risk Assessment Type C/Class IV requirements. A one-year warranty on workmanship is required. Period of performance is 45 days after award, potentially extended by government to accommodate manufacturer lead times. NAICS 561621, PSC N063.
Evaluation uses Lowest Priced Technically Acceptable criteria. Offerors must submit a signed SF 1449, price/cost schedule with unit prices rounded to the nearest hundredth, capability statement, VA Notice of Limitations on Subcontracting certification (VAAR Clause 852.219-75), and three past performance references from similar projects performed within the past three years as prime contractor. Pricing must be held firm for 60 calendar days from receipt deadline. Technical questions are due August 14, 2026, at 1:00 p.m. CST. Amendment 0001, issued August 18, updated the wage determination to McLennan County (WD 2015-5261 r31) and clarified that offerors are responsible for establishing all quantities and existing conditions from the site visit, as existing floor plans are the only available as-built drawings.
