Responses to Vendor Technical Questions – Bldg 7 Temporary Fire Alarm System

1. Design Basis and Quantities Please provide the available Building 7 fire alarm drawings, floor plans, as-builts, riser diagrams, current device and interface quantities, point lists, sequence of operations, and existing Notifier network information applicable to the temporary system. If these documents will not be provided, please confirm that offerors are responsible for establishing all quantities and existing conditions solely from the August 13 site visit. Existing floor plans are the only available type of as-built drawings.

2. Previously Developed Information Please confirm whether any prior survey, design, takeoff, proposal, temporary-system plan, or other technical information has previously been developed for this Building 7 temporary fire alarm requirement, including information developed under or in connection with the campus-wide fire alarm replacement contract. If so, please provide that information to all offerors through a solicitation amendment. No survey, design, takeoff, proposal, temp-system plan, or other technical information has been developed for building 7.

3. Notifier Programming and Incumbent Coordination Please identify who currently controls access to the campus Notifier network, programming database, and source files, and confirm whether the VA will provide the successful contractor with the current database and required network access. Please also define the credential required to satisfy the solicitation’s “licensed Notifier distributor” requirement and identify any required coordination with the campus-wide fire alarm contractor or its fire alarm subcontractor for programming, outages, cutovers, and system integration. Notifier network is not installed.

This project is to install a temporary stand-alone system not integrated with the main system.

4. Technical Requirements and Acceptance Please clarify the following requirements for the temporary system:

• Whether voice notification is required in Building 7 and, if so, the required coverage and operating sequence. Voice notification is required.

• The required method for transmitting alarm, supervisory, and trouble signals to the Waco Fire Department or other monitoring location, including any required communicator, monitoring service, or campus-network connection. If it can be tied to monitoring system then that will be adequate.

• Which existing door holders, HVAC equipment, smoke dampers, duct detectors, sprinkler waterflow switches, valve supervisory switches, and other building-system interfaces must be connected to the temporary system. None, temporary alarm system should be independent from main/outdated current system.

• The required design approval, AHJ review, testing, commissioning, and final acceptance process, including any required Texas PE, NICET, or other design certification not expressly identified in the solicitation. NICET to be required.

• Whether Type C/Class IV ICRA controls apply throughout Building 7 at every device location or only within specifically designated work areas. ICRA level has not been determined yet.

5. Please define "all affected areas of Bldg. 7." Is temporary coverage required for the entire building, or only for identified floors, wings, or smoke compartments? Please identify the areas by floor and room range. Entire building will need to be under the temporary fire alarm

6. Will the temporary equipment become Government property at completion, or does the Contractor recover at removal? This distinction materially changes the price. Temporary fire alarm will become government equipment.

7. Voice notification is required "where required to match the permanent system." Please state definitively whether voice/emergency communication (speakers, amplifiers, DVC) is required in Bldg 7, or whether horn/strobe notification appliances are acceptable. If voice notification is available, then great, if not horn and strobe notification appliances are acceptable.

8. Does the temporary fire alarm design be sealed by a Texas-licensed Professional Engineer?

No, a designed sealed by a PE is not needed.

9. Does a communications pathway (fiber, copper, or other) already exist between Bldg 7 and the primary panel in Bldg 225, and is it available for the temporary system? If no pathway exists, is new inter-building pathway; including any trenching, boring, or conduit; within the Contractor’s scope? If so, would the Government accept a UL-listed cellular or radio communicator in lieu of new inter-building pathway? System should be wireless and independent from the existing system. Yes, UL-listed cellular system.

10. The 45-day POP appears to conflict with the requirement for "final removal of temporary equipment at the direction of the VA," which occurs only after the permanent fire alarm work is complete. Please clarify:

a. How long must the temporary system remain in service. Temporary fire alarm should remain in place until campus wide new fire alarm project is competed.

b. Whether removal and restoration fall within this 45-day POP or a separately exercised and funded action. Can be exercised separately.

c. How offerors should price the removal and restoration effort. Remove all temporary items and return to VA.

11. Will after-hours, weekend, and holiday work be required for shutdowns, testing, and work in occupied areas? If the Government requires such work, should offerors include premium time in the base price? After-hours, weekends and holidays should not be required, if there is a such need, CO, COR/VA POC and Contractor will discuss prior to schedule.

12. Current manufacturer lead times for Notifier control equipment may exceed the 45-day POP.

Will the Government consider a longer period of performance, or accept a phased approach in which interim measures are provided pending equipment delivery? Yes, government may consider a longer period of performance.

13. Have asbestos and lead surveys been performed for the areas of work? If yes, will the Government furnish the survey results? If abatement is required, is it within the Contractor’s scope or performed by the VA? No asbestos and lead surveys have been performed.

14. Will the Government provide parking, a laydown and staging area, dumpster placement, and access to electrical power and water at no cost to the Contractor? Please identify locations. If need, laydown yard, electrical, water, and staging area will be provided. Parking is first come first serve.

15. The attached wage determination is identified as WD 2015-5237, Rev. 30, dated 5/13/2026, Bell County. The place of performance is 4800 Memorial Drive, Waco, TX 76711, which is located in McLennan County. Please confirm the correct locality and issue the applicable wage determination by amendment. The updated Wage Determination will be added to this solicitation amendment.

16. NAICS 561621, Security Systems Services, is assigned. Given the construction character of the scope, please confirm that 561621 is correct rather than 238210, Electrical Contractors and Other Wiring Installation Contractors. The assigned NAICS affects the size standard, the applicable labor standards, and the applicable limitation on subcontracting. 238210 is the typical NAICS code for this type of work and was the same one assigned to the campus wide fire alarm upgrade project which was just recently awarded. The assigned NAICS code is appropriate for this requirement.

17. The VA serves as the Authority Having Jurisdiction for its own facilities. Please confirm whether City of Waco or Waco Fire Department plan review, permits, or inspections are also required, who obtains them, and who pays the associated fees. Are there Waco Fire Department monitoring or connection fees, and are those a VA or Contractor responsibility? No, VA will review all if any plans, permits or inspections.

18. The Basis for Award establishes LPTA procedures but does not identify the technical acceptability factors or the standard for "acceptable." Please publish the specific evaluation subfactors and the minimum criteria the Government will apply in making the technical acceptability determination. FAR Part 12 does not require any subfactors. Your Compatibility Statement will need to show you can work on these systems. It must include enough details for the Government to confirm you’re technically acceptable IAW the Statement of Work.

19. Are State of Texas licenses required to be submitted with the quote as an element of technical acceptability; specifically, the TDI Fire Alarm Certificate of Registration (FAL), Fire Alarm Planning Superintendent license, and licensed Fire Alarm Technicians? We do not follow State of Texas, we are a federal installation.

• Also, is NICET in Fire Alarm Systems required, and if so at what level? Yes, licensed individual is required.

20. Is documentation of licensed Notifier distributor status required with the quote, for either the offeror or its proposed subcontractor? No documentation of licensed Notifier distributor status required with quote.

21. Who witnesses final testing and commissioning; the COR, the VA Fire Protection Engineer or Safety Office, and/or the Waco Fire Department? Is a documented pre-test required prior to final acceptance testing, and is 100% device testing with an NFPA 72 Record of Completion required for acceptance? COR/VA POC and VA Safety representative will witness final testing and commissioning. Yes, a pre-test is required prior to final testing and 100% device testing with an NFPA 72 Record of Completion required for acceptance.
