About this opportunity
The Bureau of Engraving and Printing (BEP), a civilian agency under the Department of the Treasury, is seeking to procure brand-name Axis IP cameras and related equipment to modernize its analog CCTV systems at two facilities: the Western Currency Facility in Fort Worth, Texas, and the DC Currency Facility in Washington. This solicitation (No. 2031ZA26Q00006) will result in a single-award, firm-fixed price Blanket Purchase Agreement with a five-year performance period consisting of a base ordering period and four 12-month option periods. Key contract requirements include delivering new-in-box equipment with one-year warranty coverage, providing replacement equipment within 30 days if defective, and complying with federal regulations including cybersecurity provisions and small business representations. Evaluation will be based on technical acceptability and lowest evaluated price, with annual price reviews subject to a 2% escalation cap for base year and option periods. Clarification requests must be submitted electronically to Terry.Lawrence@bep.gov by 12:00 PM CST on October 29, 2025, and all proposals must be submitted by 3:00 PM CST on November 4, 2025, with an anticipated award date in November 2025.
This solicitation is designated as a total Women-Owned Small Business (WOSB) set-aside under NAICS Code 334419 (Other Electronic Component Manufacturing) with a size standard of 750 employees, restricting competition to qualified women-owned small businesses. The procurement encompasses 18 line items totaling approximately 1,003 units of specialized equipment, including various Axis camera models (Q1971-E, Q6020-E, Q6075-E), POE injectors, Milestone Licenses, SD cards, and camera mounts. While no incumbent contractor is identified in the solicitation documents, the equipment list and pricing worksheet indicate the government has established specific technical requirements and quantities based on existing infrastructure needs. Deliveries must be scheduled in advance at the Fort Worth facility (8900 Blue Mound Road) with delivery windows from 7:00 AM to 2:30 PM Monday through Friday, or at the Washington DC Annex Building with delivery windows from 8:00 AM to 2:15 PM. The minimum order quantity is $1,000, and pricing will be evaluated with consideration of the federal tax-exempt status of BEP, for which the government has provided an exemption certificate (No. 52-2234219).
