About this opportunity

The Defense Logistics Agency (DLA) is conducting a pre-solicitation for a comprehensive Building Control System (BCS) and Utility Control Systems (UCS) maintenance contract covering five DLA locations: Defense Supply Center Columbus, Defense Supply Center Richmond, DLA Distribution Depot San Joaquin, DLA Distribution Center Susquehanna, and DLA Headquarters Complex at Fort Belvoir. The procurement will establish multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts for maintenance, repairs, testing, inspection, and certification of facility control systems, including elevator systems, electrical infrastructure, HVAC, and utility metering. Evaluation will be conducted using a best value trade-off approach, considering both price and non-price factors outlined in a detailed cross-reference matrix that assesses technical expertise, management capabilities, cybersecurity proficiency, and key personnel qualifications. Critical dates include a site visit on January 28, 2025, at 9:00 AM EST, a pre-solicitation conference on January 29, 2025, and two rounds of industry questions due by January 14 and January 31, 2025. Contractors will be expected to provide comprehensive maintenance services, including 24/7 emergency response and adherence to specific cybersecurity requirements.

The contract is a total small business set-aside with a total ceiling value of $250 million and a minimum guaranteed value of $10,000 per awardee. The performance period will span five years, beginning in December 2025, with a base year and four one-year option periods. Task orders will be firm-fixed price, with routine maintenance work under $3,000 included in the base price and work over $3,000.01 issued as separate task orders. The government plans to award between 3-7 IDIQ contracts, with one prime contractor potentially assigned per location. Equipment inventories across the five locations are extensive, including over 1,641 rooftop units, 288 split systems, 285 air handling units, 40 chillers, 685 pumps, 67 boilers, and more than 23,373 control system devices. Cybersecurity personnel will be required to meet DoD 8140.03 certification standards, and contractors must demonstrate capabilities in maintaining various building automation systems from manufacturers like Johnson Controls, Automated Logic, and Trane.
