About this opportunity
The Department of the Air Force Air Education and Training Command seeks removal and replacement of basketball and racquetball court flooring at Keesler Air Force Base, Building 1201, Mississippi, with proposals due May 22, 2026. This is a total small business set-aside with an estimated value between $250,000 and $500,000.
Place of performance is Keesler AFB, MS 39534. The base bid (CLIN 0001) covers basketball court demolition and installation of modular polypropylene flooring with multi-sport striping for basketball, volleyball, and pickleball. An optional bid line (CLIN 0002) covers racquetball court flooring using MFMA hard maple strip flooring. Award will be made on an all-some-or-none basis depending on funding availability. If only the base bid is awarded, performance period is 90 days; if both CLINs are awarded, 120 days. The contractor must begin within 10 calendar days of notice to proceed.
The modular basketball flooring must feature interlocking polypropylene tiles with factory-applied urethane coating, suspension system meeting 25–35% force reduction and 100% ball rebound, and ISO 9001:2015 and ISO 14001:2014 certified manufacturer with minimum 15 years' experience. The installer must demonstrate five completed similar projects within two years. Concrete slab flatness tolerance is 1/8 inch within 10 feet. Environmental temperature range during installation is 55°F to 80°F. All materials must comply with Buy American Act requirements unless exceptions are approved. Prevailing wage rates per Davis-Bacon Act apply. The contractor must provide a project execution plan addressing construction methodology, detailed Gantt chart schedule, quality control plan, materials list with identification of items over 7,500 pounds, and key personnel qualifications.
Evaluation uses lowest price technically acceptable (LPTA) methodology based on price, technical proposal, and past performance. Offerors must submit three separate proposal parts: price (SF 1442), technical (project execution plan), and past performance (up to five federal or private contracts from the past three years). Proposals remain valid for 180 days. Performance and payment bonds are required within 10 days of award. A pre-bid site visit occurred April 27; questions were due April 30. Amendment 0001 issued May 5 added FAR Clause 52.222-90 (DEI discrimination) and directed all submissions to alice.townsend-peden@us.af.mil. NAICS 236220, PSC Z2FB.
