About this file
This is a Pre-Bid Questions and Answers document for federal contract opportunity MAHG25-1046 / FA301026R0009, issued 5 May 2026, for the repair and replacement of a basketball court floor in building B1201.
The project requires demolition of the existing floating basketball court floor and installation of a new modular flooring system with polyurethane finish that must match the current finish floor level. The existing gym floor system is 2 1/32 inches deep (consisting of 25/32-inch maple flooring, 1-inch plywood subfloor, and 1/4-inch rubber pads), and the new system will be up to 19.7mm (0.78 inches) deep utilizing a 12.7mm high-impact suspended module and up to 7mm shock-absorbing sublayer. The base bid (CLIN 0001) allows 90 calendar days for demolition and installation under a single mobilization; if the optional racquetball court flooring (CLIN 0002) is awarded, the total duration extends to 120 calendar days. The racquetball court flooring requires approximately 2.72 inches depth using 25/32-inch MFMA hard maple, 1.5-inch HPS laminated sleepers, and resilient pads. The contractor bears responsibility for waste disposal, and all costs for concrete surface preparation to meet 1/8-inch in 10-foot tolerance specifications must be included in base bid pricing. HVAC and lighting systems will remain fully operational during installation. The Government will not consider alternative flooring systems or provide separate allowances for concrete corrections.

Pre-Bid Questions and Answers
Gym Floor System:
1. What is the current gym floor system depth?
Answer: The current gym floor system has a total depth of 2 1/32 inches (2.03125"). This assembly consists of 25/32-inch (.78125 inches) maple flooring, a 1-inch plywood subfloor (two 1/2-inch layers), and 1/4-inch rubber pads over the existing concrete slab.
2. What is the anticipated depth of the new system?
Answer: The anticipated new system will have a total depth of up to 19.7mm (0.78 inches), utilizing a 12.7mm (1/2”) high-impact suspended module and an up to 7mm shock-absorbing sublayer. The new floor system must be installed so that it matches the current finish floor level flush.
3. Will the existing gym floor be demolished and the new system installed under a single mobilization, or should multiple mobilizations be anticipated?
Answer: It is expected that the gym floor demolition and installation will be performed under a single mobilization.
4. What is the expected duration for the gym floor demolition and installation?
Answer: The expected duration for the demolition and installation is 90 calendar days for the base bid (CLIN 0001). If the bid option (CLIN 0002) is awarded with CLIN 0001, the total duration will be 120 calendar days.
5. Would the Government consider an alternate bid for a comparable flooring system?
Answer: The Government will not consider alternative bids. All proposals must adhere to the project specifications requiring a modular flooring system with a polyurethane finish.
6. Will the HVAC system be permanent and fully operational during installation?
Answer: Yes, the HVAC system is permanent and will be fully operational throughout the duration of the installation.
7. Will lighting be permanent and fully operational during installation?
Answer: Yes, the lighting is permanent and will be fully operational throughout the duration of the installation.
8. Is the existing gym floor anchored or floating?
Answer: The existing basketball court floor is a floating floor.
Site Logistics:
1. Will the Government provide dumpsters for demolition debris?
Answer: No, the government will not provide dumpsters for demolition. The contractor is responsible for providing all necessary waste containers and for the legal disposal of all debris.
2. What is the widest available opening for access and egress of materials?
Answer: The widest access point for the gymnasium is the set of double doors in the main lobby, and throughout the gym. For the racquetball courts, the widest access point is the single door identified during the pre-bid walkthrough.
Subfloor / Concrete Conditions:
1. Athletic flooring systems typically require a slab tolerance of 1/8” in 10’. Since the slab cannot be fully evaluated until demolition is complete, would the Government consider including an allowance for potential concrete corrections if required?
Answer: The Government will not include a separate allowance for concrete corrections.
For bidding purposes, contractors shall assume that the entire floor area will require concrete surface preparation to meet the specified 1/8” in 10’ tolerance. All associated costs must be included in the base bid.
Racquetball Court Flooring:
1. What is the required floor thickness for the new system at the racquetball courts?
Answer: The anticipated total depth for the racquetball court flooring system is approximately 2.72 inches (69mm). This is based on the combined thickness of the
25/32” MFMA hard maple, the 1.5” (38mm) HPS laminated sleepers, and the associated resilient pads. The new floor system must be installed so that it matches the current finish floor level flush.
2. What is the depth of the subcut in the concrete for this area?
Answer: The current racquetball floor is at depth of 2 5/16" (2.5625 inches)
3. Can the racquetball court flooring be installed during the same mobilization as the gym floor?
Answer: Yes, if the racquetball court bid option (CLIN 0002) is awarded, the installation can be performed during the same mobilization as the gymnasium flooring.
