About this file

This is Amendment 0001 to Solicitation FA301026R0009, issued by the U.S. Air Force 81st Contracting Squadron at Keesler Air Force Base, Mississippi, effective May 5, 2026. The amendment modifies the competitive, lowest-price technically acceptable acquisition for construction services at Keesler AFB, with the contracting officer being Alice Townsend-Peden (alice.townsend-peden@us.af.mil).

The amendment adds FAR Clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) under Deviation 2026-O0038 and updates Section L to remove previous contract specialist Taylor Williams as the point of contact, designating all questions and proposals to be submitted to the contracting officer. Offerors must acknowledge receipt of the amendment prior to the solicitation closing date. The procurement follows a three-part proposal structure: Part I requires a completed Standard Form 1442 with proposed unit pricing for Contract Line Items 0001 and 0002, along with bonding as specified in 52.228-1; Part II requires a Project Execution Plan addressing construction approach, detailed progress schedule (Gantt chart format), quality control plan, materials list with identification of foreign materials and equipment over 7,500 pounds, and key personnel/subcontractor qualifications; Part III requires past performance information listing up to five relevant federal or private contracts from the past three years, submitted via the Past Performance Reference List and Past Performance Questionnaire attachments. The solicitation includes a pre-bid site visit on April 27, 2026 at 10:00 AM CT at Blake Fitness Center Building 1201, Keesler AFB, requiring base passes obtained through the Visitor Center with valid government-issued photo identification. Electronic proposals may be submitted via email to 81CONS.PKA.Flight@us.af.mil and alice.townsend-peden@us.af.mil in PDF format (150MB maximum size), with hard copy submissions to Keesler AFB address Block 8. Proposals remain valid for 180 days from the proposal due date, and offerors must verify receipt of their proposals prior to the solicitation close date and time. Non-government advisors from HDR and Akima may review technical and cost/price data unless offerors submit written objections within 10 days of RFP issuance.
