This solicitation seeks proposals to provide base supply and munitions services at Tinker Air Force Base, Oklahoma. The Department of the Air Force Materiel Command Lifecycle Management Center intends to award a single-award contract to provide equipment management, inventory reports, stock control, document control, individual equipment unit support, gas mask support, mobility bag support, repair cycle asset management, bench stock support, customer service, munitions operations, quality control, and supply operations. Proposals are due by June 14, 2019, with a base period of performance from October 1, 2019 to September 30, 2020 and four one-year option periods. Evaluation will consider technical factors, past performance, and price.

The proposed contract action is set aside 100% for service-disabled veteran owned small businesses under NAICS code 561210. The incumbent contractor is PMI under contract FA8101-15-C-0002 awarded in March 2015. The total estimated value is $50M over the five-year period of performance, which includes a base year and four option years extending to September 2024. Services will support inventory management and equipment maintenance for the base population of over 7,000 personnel.

Question 1: Will the Government provide an estimated price for CLIN X015 based on historical costs or does the Government want the Bidder to provide a price? (It makes more sense for the Government to provide a price that all bidders will use.)



Question 2: Will the amount entered in CLIN XO15 be included in the Bidder's evaluated price:



Question 3: Is the amount entered for CLIN XOl 5 the maximum the Bidder can expect to be reimbursed under this CLIN?



Question 4: If the answer to question 2 is "Yes" and the answer to question 3 is "No", how is the Government going to do a fair evaluation if one Bidder provides a substantially lower price than another Bidder?
RESPONSE:
This CLIN does not need to be proposed on. This is a CLIN for just in case it is needed and is To Be Negotiated (TBD).

  1. Where do Weapons Vault personnel have to go to qualify on the M-9?
  2. Will it be done on base through CATM (Combat Arms) or will it need to be accomplished off base?
  3. If it is CATM, have arrangements been made to allow it?




M-9 qualification training can be done on-base at CATM's. Contractors can attend and get qualified

10. Set-Aside: The proposed contract action is 100% set aside for service-disabled veteran owned small business concerns. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received prior to the response date as noted on the advertisement will be considered by the Government.
11. Mandatory Language:


An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at 405-736-3273


Based on market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
