About this opportunity

The Air Force Sustainment Center seeks a replacement nitrogen piping system for a plasma spray booth at Tinker Air Force Base, Oklahoma City, with quotations due November 9, 2026. The procurement is a Total Small Business set-aside. The Sustainment Center's contracting office (AF SC/PZIMB) procures on behalf of Oklahoma City-Air Logistics Complex (OC-ALC). Quotations close at 12:00 PM Central on November 9. This is a re-solicitation under FA812627Q0004 of a requirement originally issued under FA812626Q0061, which closed October 16. The Q&A document's October 30 bid deadline predates this re-solicitation.

Place of performance is Tinker Air Force Base, with installation in Building 3001 and deliveries through the TAFB Truck Gate. The requirement is CLIN 0001, one unit, delivered within 60 days after receipt of order. The estimated contract value is $12.5 million.

The contractor must provide all labor, tools, materials, lifts, and test equipment to demolish existing nitrogen piping and install new 316 stainless steel piping rated for 5,000 psi per ASME B31.3 and government drawing 24E173. The system connects government-furnished nitrogen generator, storage cylinders, regulator, and plasma spray booth. Scope includes approximately 275 to 325 feet of one piping run and 50 to 75 feet of another at 25 feet above finished floor. Testing requires hydrostatic pressure up to 7,500 psi for one hour, followed by pneumatic testing at 5,500 psi for two continuous hours with zero leaks. The contractor supplies test gas and reduces piping moisture to 99.9% purity after testing.

Qualifications include a 6G-certified welder in 316 stainless steel and a fluent English-speaking Contract Manager designated within ten business days of award. All personnel require security, OPSEC, FOD/DOP, safety, and ISO 50001 energy management training. Work runs Monday through Friday, 0700 to 1900, excluding federal holidays and base closures. Offerors must be registered in SAM and obtain base identification and vehicle passes. The attached Service Contract Act wage determination is 2015-5315, Revision 31.

Award goes to the technically acceptable vendor with the lowest evaluated price. No incumbent is named. Inquiries go to Brian Eakers, Contracting Specialist, at Brian.eakers@us.af.mil.
