About this opportunity
The Department of the Air Force Air Education and Training Command (AETC) is seeking a Multiple Award Contract (MAC) for Base Operations Support (BOS) services across multiple Air Force Base locations. The Indefinite Delivery, Indefinite Quantity (IDIQ) contract will provide comprehensive base operations and mission support services including aircraft maintenance, resource management, communications, installation management, emergency services, and grounds maintenance. Evaluation criteria will focus on two primary factors: Technical and Past Performance, with equal importance placed on both, using an Acceptable/Unacceptable rating system. Proposals must be submitted electronically through the PIEE Solicitation Module, with a virtual Draft Pre-RFP Industry Day scheduled for 24 APR 2025. Offerors are required to submit three volumes: a 50-page Technical Volume, a 30-page Past Performance Volume, and a Responsibility/Contracting Documentation Volume.
The solicitation includes two set-aside pools: Pool 1 for Small Businesses and Pool 2 for 8(a) contractors, with only one contract to be awarded per offeror. The contract is structured with a five-year base period and a five-year option period, potentially totaling a $4 billion contract value. The North American Industry Classification System (NAICS) code is 561210 with a small business size standard of $47 million. Task orders will have a maximum five-year performance period, with potential Incentive Option Periods based on annual contractor performance assessments using the Contractor Performance Assessment Reporting System (CPARS). The contract will cover base operations support services across 22 functional areas within the Continental United States, with a planned start date of 01 April 2025 and potential expansion to include Alaska and Hawaii.
