1. General Base Operational Support (BOS)

1.1. Background. The $4B AETC BOS MAC provides contracted Base Operational Support for

Air Education and Training Command (AETC) customers, as well as agile support for up to two emerging United States Air Force (USAF) requirements. This contract is available to customers from all USAF AETC Commands, located within the Continental United States (CONUS), with the exceptions of Alaska, and Hawaii. Basic requirements for services are established at the MAC level and will include: Transient Aircraft Maintenance, Resource Management, Communications and IT, Visual Information Services, Publishing Management, Installation Management, Operations and Management, Installation Engineering, Grounds Maintenance, Emergency Management, Vertical Transportation Equipment, Fire and Emergency Services, Airfield Management, Supply and Logistics Material Management Services, Transportation, Purchasing, Community Services, Human Resources, Weather, and Custodial Services.

1.2. Individual Task Order. Individual Task Orders (TO) will contain requirements that are specific to each customer and specific operating location. TOs may also include multiple services, which the contractor will be responsible for maintaining. Each contractor awarded a TO will be responsible for the entire scope of base support services to meet mission requirements.

1.3. Centralized Task Order. Individual task orders for BOS services at Keesler AFB, Laughlin AFB, Maxwell AFB, Sheppard AFB, and Vance AFB will be executed by A5, A4P and 338 ESS offices as centralized orders.

1.4. Decentralized Task Order. Individual Task Orders for BOS support from non-centralized units will be executed by the unit contracting office and procurement officer.

1.5. Authorized Users and Contractor Pools. There are two contractor pools under this contract: Pool 1 is a competitive SB set aside, and Pool 2 is reserved for requirements that were previously solicited and therefore awarded to 8(a) certified contractors. The pools ensure a competitive environment for requirements previously set aside for 8(a) concerns. Contractors will be allowed to compete for requirements only within the pool which a respective MAC IDIQ is awarded. The pools maintain clear boundaries between ensuring contractors are competing in the appropriate category for SBA and SBA 8(a).

1.6. Competitive Small Business (SB) Set-Aside Pool. This pool is open to all small businesses. Certified 8(a) contractors awarded a MAC IDIQ under both the SB and 8(a) pools are allowed to compete in both pools by holding separate cage codes for each pool, therefore, compete in the SB Pool under a separate cage code than as awarded for competition in the 8(a) Pool.

1.7. Competitive 8(a) Set-aside Pool. This pool is exclusively for contractors who are registered in the SBA 8(a) program only. New requirements will not be initiated into the 8(a) program via this pool. Orders will be placed from this pool for requirements that were previously solicited as an 8(a) set-aside, and therefore, accepted by the SBA into the 8(a) program. Laughlin AFB is the only Centralized AETC Base that will be re-competed as an 8(a) set-aside and remain in the 8(a) Program. Decentralized bases with current 8(a) set-asides will remain in the 8(a) program.

2. Who Can Place Orders The AETC BOS MAC IDIQ is an AETC enterprise solutions contract with ordering opportunities open to all AETC Contracting Officers (COs) within their warrant limitations with the flexibility to support unknown requirements in the event of surge operations and up to two external AFIMSC BOS bases.

“Decentralized” locations are listed below:

- Altus AFB

- Columbus AFB

- Goodfellow AFB

- Holloman AFB

- Luke AFB

- Tyndall AFB

- JBSA Randolph/Lackland

- Any potential surge capability

- (2) AFIMSC BOS Base(s) external to AETC

2.1. Centralized Ordering: Unless otherwise delegated, the following AETC bases will be centralized ordering: Keesler AFB, Laughlin AFB, Maxwell AFB, Sheppard AFB, and Vance AFB. The AETC MAC Corporate CO located at the AFICC 338 ESS, Joint Base San Antonio (JBSA) Randolph is authorized to administer the Basic AETC MAC IDIQ and to place TOs against this contract/administer the TOs awarded. In addition, the AFICC 338 ESS Corporate CO may delegate post-award TO administration to the associated base for each TO.

2.2. Decentralized Ordering: Unless otherwise determined, all other AETC bases ordering from the AETC BOS MAC will be decentralized and the TO acquisition will be performed by the associated contracting organization’s Ordering Contracting Officer (OCO), who is also responsible for administration of their TOs post award. Decentralized commands are considered the following bases: Altus AFB, Goodfellow AFB, Tyndall AFB, JBSA Randolph/Lackland, Columbus AFB, Luke AFB, Holloman AFB, and any potential surge capability. In addition, AETC has agreed to add up to two additional AFIMSC BOS bases external to AETC Commands.

3. Contract Ordering Period

3.1. Ordering. Per 252.216-7006 Ordering (see Master contract for each contractor). Orders may be issued off the AETC BOS MAC from September 2026 through September 2036. The BOS MAC ordering period is one five-year base period and one five-year option. Per FAR 52.217-9, the option period is a unilateral government right and is not guaranteed. If the option is exercised, the last day to issue TOs against the BOS MAC would be September 2036.

3.1. Period of Performance (PoP). The PoP for each TO issued against the Master Contract must be specified in the individual TO. New TOs may only be issued during the Master Contract ordering period. Under no circumstances will a new TO be issued if the Master Contract is not in effect (i.e., expired, cancelled, or terminated). TO PoP is up to 5 years inclusive of multiple

Incentive Option Periods (IOP)’s based on performance.

4. Requesting Scope Determination

4.1. Submission. The requesting OCO submits the following documents for scope determination to the 338 ESS/PKC Corporate CO through the AETC BOS MAC workflow account at: HQAETC.A5Q.BOSWorkflow. Ordering Contracting Officer Request to Use MAC templates (Attachment 1).

4.2. Determination. The AETC BOS MAC IDIQ Corporate CO, AFICC 338 ESS/PKC, will determine if the requirement will be a Centralized order with AFICC 338 ESS or a Decentralized order with the ordering activity and verify there is contract ceiling available. The Corporate CO will work in conjunction with the AETC/A5 Office to determine whether the requirement is within the scope of the AETC BOS MAC IDIQ. Other factors to take into consideration:

a. Orders and in-scope modifications cannot be placed without this initial scope approval first.

b. AFICC 338 ESS and AETC A5 reserve the right to deny any request to solicit a requirement off the MAC IDIQ, should the requirement be determined out of scope, or which will exceed the 4 billion dollar ceiling for this contract.

c. The AETC BOS MAC team will be available to provide guidance and limited evaluation support.

4.3. Notification. The AETC BOS MAC Corporate CO will notify the OCO whether they are authorized to use the AETC BOS MAC. If authorized, the Decentralized OCO shall utilize the Proposal Submission Process listed below to compete a TO.

5. TO Rules of Engagement (ROE) Services will be procured with the award of TOs issued against the basic AETC BOS MAC IDIQ.

The minimum order guarantee for the first Task Order for AETC MAC IDIQ is for $2,500. The Government may order additional services, up to the stated contract maximum value (4 billion dollar ceiling), throughout the period of this contract IAW this ordering guide. The procedures for selecting contractors for TO awards under this contract are governed by FAR 16.505 and supplements. Below is a list of general guidelines and ROEs that must be followed:

5.1. Right to Restrict Use. AETC A5 and the 338 ESS reserves the right to restrict use of this contract.

5.2. Responsibility. The Corporate CO and Decentralized OCO are responsible for providing fair opportunity to all AETC BOS MAC contractors and following all pertinent rules and regulations for awarding an AETC BOS MAC IDIQ TO, as dictated through this Ordering Guide, the terms of the contract, FAR, DFARS, AFFARS, and the OCO’s local policy. As such, the Corporate CO and Decentralized OCO’s are responsible for any protests, disputes, or claims that arise during their acquisitions, and for monitoring and appraising contractor performance on TOs they award, to include completing Contractor Performance Assessment Reports System

(CPARS).

5.3. Contract Line-Item Number (CLIN) Structure. The BOS MAC CLIN Structure Menu can be found in Attachment 2 of this document. The BOS MAC CLINs and definitions menu must be used for all orders. CLINs other than those listed in the BOS MAC are an exception and may be requested for specific TOs. Requests for additional CLIN(s) must be approved by the Corporate CO prior to soliciting the order. Submit all requests, to include requested CLIN descriptions and applicability to the AETC BOS MAC scope, to the following email address: HQAETC.A5Q.BOSWorkflow.

5.4. PWS Structure. The TO PWS will be a stand-alone document that will serve as the primary PWS which contractors will reference when proposing on and executing a task order (if awarded). Customers must ensure the TO PWS contains a complete list of requirements that apply to the customer’s operating location. Customers may use their own template if the AETC BOS MAC team has reviewed the requirements and determined the scope is suitable for a TO award on the AETC BOS MAC.

5.5. TO Ombudsman Contact. For the AETC BOS MAC IDIQ contract, the designated TO ombudsman is: AFICC/KT Operating Location (OL), Deputy Chief, Contracting Directorate, 2021 First Street West, JBSA Randolph TX 78150-4304, 210-652-1722.

a. The TO ombudsman is responsible for reviewing complaints from the suite of AETC BOS MAC IDIQ contractors and ensuring they are all afforded a fair opportunity to be considered for TOs in excess of the micro-purchase threshold for services of $2,500 consistent with procedures in the contract.

b. It is not within the designated TO ombudsman's authority to prevent the issuance of an order.

c. There is no guarantee that the contractor will be issued a TO other than the minimum guarantee stated in the AETC BOS MAC IDIQ contract.

6. Fair Opportunity Proposal Request (FOPR) Submission Process TOs will be issued through a process utilizing a FOPR, proposal submission, proposal evaluation, and local procedures for legal review and approval to award. The CO placing an order for subsequent TOs has broad discretion in setting the terms of competition for the TO as long as the acquisition process is in accordance with FAR 16.505 and this fair opportunity process. Unless otherwise specified in a FOPR, the following defines the fair opportunity process, how TOs will be processed and priced, and how a TO will be awarded:

6.1. FOPR Request. The Corporate CO or OCO will issue a FOPR to all prime contractors listed in the Awardees Information table below, unless a fair opportunity exception exists IAW FAR 16.505(b)(2). The FOPR will include a due date for proposal submission and an attached PWS that will include a detailed description of work to be accomplished, a listing of the deliverables required and any additional data, as appropriate. The FOPR letter will include specific instructions for the submission of proposals, i.e. oral, electronic or hardcopy. The FOPR will include criteria that describes how proposals will be evaluated. The CO will identify the relative weights of evaluation factors in the FOPR.

a. The Decentralized OCO will send a courtesy email which includes the FOPR package to the

AETC BOS MAC Corporate CO and to the A5Q Front Door at:

AETC.A5Q.FrontDoorWorkflow@us.af.mil

b. For approved Decentralized ordering the OCO will provide a written FOPR letter with all attachments (hereafter referred to as FOPR package) to all BOS MAC IDIQ awardees.

Note: The FOPR letter will include, at a minimum, the following information:

- Date

- FOPR letter that provides description of services and applicable information for the contractors to propose with the attached TO PWS, Evaluation Criteria and other required attachments as needed (DD254, etc...)

- Contract Data Requirements List (CDRL) package

- Labor categories

- Historical and/or projected data required so the contractor can propose a Minimum Team

Complement (minimum amount of fully trained, qualified, certified, and licensed Direct and Indirect staffing, to meet the baseline mission requirement established by the Government IAW TO PWS), or equivalent manpower requirement.

- Place of performance

- Period of performance

- Work schedule

- Duty hours

- On-call hours and specific requirements, if applicable (e.g., response time, duty location, phone number)

- Document identifying positions considered Mission Essential (IAW DoDI 3020.37)

- Requirement for Criminal History Background Check (CHBC), if required

- Anticipated Workload required by the Government TO

- Process(es) within the Best Value Continuum to be utilized

- Other pertinent data such as planned closures for federal holidays

- Security Clearance Level (if needed)

6.2. FOPR Timelines. The amount of time for proposal submission will be based on the complexity and urgency of the requirement and will be stated in individual FOPRs by the ordering organization. If unable to perform a requirement, contractors shall submit a "no proposal" reply in response to the proposal request. All "no proposal" responses shall include a brief statement as to why the contractor is unable to perform or propose.

6.2.1. Technical Proposals. Technical proposal information will be streamlined. The

Government will specify the maximum page limit for each TO technical proposal in the FOPR.

Proposals shall not merely restate PWS requirements. To the maximum extent possible evaluate the most important critical PWS elements of the requirement. Don’t focus on elements of the PWS all contractors can most likely easily meet. Focusing on the key vital PWS elements of your requirement will provide an ability to evaluate those distinguishing factors that can potentially provide a better proposal and outcome during performance with a limited number of strong Technical Factors and Subfactors needed to provide you the best outcome with a potentially reduced source selection time frame. Written technical proposals will normally address:

i) Technical Approach and a descriptive narrative of the contractor's understanding of the required technical effort

ii) Integrated Master Plan (if applicable)

iii) Integrated Master Schedule (if applicable)

iv) Minimum Team Complement, including key personnel assigned

v) Period of Performance

vi) Inventory of Government-Furnished Equipment (GFE)

vii) Government-Furnished Information (GFI) needed

viii) Security (including clearance level)

ix) Teaming Arrangement (including subcontracting)

x) Other Pertinent Data (e.g., Innovative Solutions)

6.2.2. Cost/Price Proposals. The following instructions apply to all TO proposals. This part of the proposal will include detailed cost/price amounts of all resources required to accomplish the task (e.g., labor hours, rates, travel, incidental equipment). However, these instructions may be tailored for individual FOPRs which may require more detailed cost/price information at the TO level, as further discussed below.

i) Cost/price proposals shall include, at a minimum, a complete Contractor Work Breakdown Structure (CWBS) with Organizational Chart or Manpower Matrix, which coincides with the detailed technical approach and provides all information as specified in the FOPR.

ii) Cost-reimbursement proposals shall be submitted IAW FAR 52.215-21 - Requirements for Certified Cost or Pricing Data or Data Other Than Certified Cost or Pricing Data.

iii) Information other than cost and pricing data maybe required for fixed price orders.

6.2.3. Other Relevant Information. This information shall always be in writing and shall address other relevant information as required by the contract or requested by the FOPR. For example, the proposal shall identify any situation in which the potential for a conflict of interest exists. If travel is specified in the TO PWS, airfare and/or local mileage, per diem rates by total days, number of trips and number of contractor employees traveling shall be included in the proposal.

6.2.4. Proposal Preparation. The contractor shall assume all costs associated with preparation of proposals for TO awards under the proposal process. The Government will not reimburse awardees for proposals as a direct or indirect charge.

6.2.5. FOPR Cancellation. In the event issues pertaining to an issued FOPR cannot be resolved, the OCO reserves the right to withdraw and cancel the proposed FOPR. In such event, all MAC contractors shall be notified in writing of the CO's decision. This decision is final and conclusive and shall not be subject to the "Disputes" clause or the "Contract Disputes Act."

6.2.6. TO Award. Each FOPR will provide the basis of award IAW FAR 16.5.

6.2.7. Issuance. The successful Offeror and unsuccessful Offerors will be notified of TO award by email. Awarded TOs may be issued by email, regular mail or facsimile. It is anticipated that all awarded TOs will be issued electronically. If mailed, a TO is considered "issued" when the Government deposits the order in the mail.

6.2.8. Unauthorized Work. The contractor is not authorized at any time to commence TO performance prior to issuance of a signed TO or other written approval provided by the OCO to begin work.

6.2.9. Funding Restrictions. No unfunded TOs are allowed. TOs may be incrementally funded IAW FAR and other agency funding restrictions.

6.2.10. TO Closeout. The Corporate CO or OCO for each TO is responsible for closing out the contract action they issue. Notification that a closeout of an order is complete must be provided to the Corporate CO once accomplished. The contractor shall work in partnership with the Government to closeout orders as soon as possible after they are physically complete by using the "Quick Closeout” procedures described in FAR 42.708 as much as practical.

6.2.11. Protest. IAW FAR 16.505(a)(10), a protest is not authorized in connection with the issuance or proposed issuance of an individual TO except a protest on the grounds that the order increases the scope, period, or maximum value of the contract under which the order is issued; or a protest of an order valued in excess of $25 million.

7. Selection Criteria for TO Award Each Task Order will be awarded to the Offeror whose proposal is deemed the best value to the Government based upon an integrated assessment using the evaluation criteria established in the FOPR. The FOPR will establish the selection factors and the order of importance for each Task Order. Task Order award decisions shall evaluate cost or price and quality of service. Quality of service evaluations will consider one or more non-cost evaluation factors such as past performance, compliance with solicitation requirements, technical excellence, management capability, personnel qualifications, or prior experience.

8. TO Period of Performance TOs will have a maximum five (5) year Period of Performance (PoP) inclusive of multiple Incentive Options Periods (IOP). TO may go beyond IOP if there is a need to exercise FAR clause 52.217-8, Option to Extend Services. TOs can only extend up to one year past the end of the BOS MAC IDIQ contract ordering period, which may limit the TO PoP to less than five (5) years. As such, the last TO option must be exercised prior to or on the last day of the AETC BOS MAC

IDIQ.

9. TO Incentives The distinct incentive tool available for use is Incentive Option Periods (IOP). IOP will be used to the maximum extent possible.

1. The IOP is based on the basic AETC BOS MAC PWS Section 1.7 and PWS Section 1.8 and will be used for TOs with a maximum PoP of five (5) years, inclusive of multiple IOPs. Base period and all option periods to include a phase in. Contractors must demonstrate Satisfactory or above performance in the Quality, Schedule, Management, Regulatory and Other (if used) assessment areas as documented on the annual TO Contractor Performance Assessment Report System (CPARS) to be eligible for each of the IOPs. Eligibility for the IOP 1 will be assessed at

Decision Point (DP)1 which is at the end of the base Year. Eligibility for IOP 2 will be assessed at DP 2 which is at the end of OY1. If the Contractor is determined ineligible for IOP1, then the Contractor is automatically ineligible for the remaining IOPs. Total TO PoP cannot exceed five

(5) years unless FAR clause 52.217-8, Option to Extend Services is exercised.

Example: Five (5) yr TO with two (2) one-year IOPs exercised based on satisfactory CPARS ratings at DP#1 and DP #2:

10. Post Award of TO or Modification to T.O.

Upon award of an order or in-scope modification to an order, the OCO will email the below information via Microsoft Excel document to 338 ESS and Requiring Official for administrative tracking at the following email address: AETC.A5Q.FrontDoorWorkflow@us.af.mil .

11. Contractor Performance Assessment Reporting System (CPARS) An assessment of the Contractor’s performance will be conducted annually on each TO. It is very important for customers to adhere to the established ratings and definitions to ensure all BOS MAC IDIQ contractors are rated accurately and fairly. It is especially important when determining if contractors will be awarded Incentive Option Periods. The evaluation and resultant rating will be entered into the CPAR rating system. Option Years and contract recompete may evaluate Performance Management Reviews (PMRs), Corrective Action Reports (CARs), and Quality Assurance Surveillance Reports. Each TO will be rated on the following five categories: Quality, Schedule, Management, Regulatory and Other (if applicable). The following table lists the possible ratings and its definition.

Rating Definition Exceptional Performance meets contractual requirements and exceeds many to the Government’s benefit. Few minor problems which corrective actions taken by KTR were highly effective.

Very Good Performance meets contractual requirements and exceeds some to the Government’s benefit. Some minor problems which corrective actions taken by KTR were effective.

Satisfactory Performance meets contractual requirements. Some minor problems which corrective actions taken by KTR appear or were satisfactory.

Marginal Performance does not meet some contractual requirements. Reflects serious problem which KTR has not yet identified corrective action.

Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. Reflects serious problem which KTRs corrective actions appear or were ineffective.
