About this file

This document is a Performance Work Statement (PWS) for Base Operations Support (BOS) services at Maxwell-Gunter Air Force Base (MAX-GUN AFB) dated 28 June 2023. The PWS covers comprehensive services across multiple functional areas including airfield management, emergency management, vertical transportation equipment maintenance, installation engineering, resource management, communications and IT, publishing management, supply services, transportation, and community services.

The PWS details specific requirements for service provider personnel, emphasizing professional qualifications, training, safety compliance, and quality management. Key objectives include maintaining airfield operations, supporting Air University and the 42nd Air Base Wing, managing facility infrastructure, providing emergency response capabilities, maintaining vertical transportation equipment, and delivering administrative and support services. The document outlines extensive performance standards, reporting requirements, and metrics for evaluating contractor performance across different service areas. The scope covers support for approximately 10,500 military personnel, civilians, contractors, and students, with services spanning over 2,866 owned acres and various facilities including runways, housing, dormitories, and specialized infrastructure.

SECTION 1 - OVERVIEW

1.1. SUMMARY OF EXPECTATIONS.

1.1.1. Mission and Vision.

1.1.1.1. Air Education and Training Command (AETC). AETC’s mission is “Recruit, train and educate exceptional Airmen”. AETC’s vision is “The First Command: Developing Airmen of

Character – The Foundation of a Lethal Force.” AETC’s role makes it the first command to touch the life of almost every Air Force (AF) member.

1.1.1.2. Maxwell Mission. Maxwell’s history began with the Wright Brothers and the dawn of flight in the United States. In February 1910, Wilbur Wright opened the first civilian flying school in the United

States. In November 1922, the War Department renamed the depot Maxwell Field after Second

Lieutenant William C. Maxwell, who died in an airplane crash in the Philippines in August 1920. Since then, Air University (AU) has evolved into hundreds of individual organizations across the country.

Known today as “the intellectual and leadership-development center of the AF,” AU provides AF enlisted, officers and Department of Defense (DoD) civilian professional military education, professional continuing education and graduate education, and officer commissioning training. As AU grew, so did

MAX-GUN AFB. Since October 1994, the host wing for MAX-GUN AFB is the 42d Air Base Wing

(ABW), which traces its history to the 42d Bombardment Group (Medium) of World War II and the 42

Bombardment Wing (Heavy) of the Cold War.

1.1.2. Maxwell Environment.

1.1.2.1. The 42d Mission Support Group (MSG) is responsible for providing world class support to AU, 42 ABW, 42d Medical Group (MDG) and mission partners enabling mission success. The 42 MSG is responsible for providing security, personnel and community support, food services, communications, contracting services, logistics, supplies, vehicle maintenance, housing, lodging, facility maintenance and emergency services for Maxwell and all tenants. MSG also has oversight for improved contracting speed and efficiency, enhanced strategic planning for Force Support functions through improved support agreement reimbursement and to ensure the MDG fosters trusted care and patient safety and evolve

Maxwell into Smart Base. Internal safety and security support is provided by two (2) Fire Stations and two (2) Security Forces Facilities (five (5) entry access gates) with day-to-day support to Gunter Annex travel distance of 12 miles). MSG’s vision is to “Provide a world-class installation for Airmen and families developing the next generation of leaders”. The 42 ABW is responsible for supporting over 40 mission partners. The wing instills a culture of continued performance improvement, seeking feedback and adjusting fire to improve mission execution. Airmen are our most important resource. The group serves more than 10,500 military Airmen, civilians, contractors, and students annually and supports over

22,800 family members and over 52,600 military retirees in the River Region of Alabama.

1.1.2.2. The 42d Civil Engineering Squadron (42 CES) is responsible for the day-to-day management of Engineering, Maintenance, Environmental, Emergency Management (EM) and Housing to meet

Installation, Operation and Base Readiness requirements. The squadron maintains two (2)

Geographically Separated Units (GSUs), three (3) training, recreation, and weather sites and is

BOS PWS

1-13 responsible for 2866 owned acres and 217 leased. 42 CES supports two (2) runways (main runway –

8008 ft and assault strip – 3015 ft), 513 privatized housing units, 201 dormitory rooms, 1610 lodging and

660 cadet rooms, 41 miles of paved roads and a $6.6B chiller plant (replacement value).

1.1.2.3. The 42d Communications Squadron (42 CS) is responsible for the AF Network infrastructure and services (Non-Secure Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router

Network (SIPRNet), and telephone networks), providing flexible, innovative Information Technology capabilities and services that power users to complete their mission. The services include cyber security, information assurance, communications security, server and system support, telephone systems, network cabling, spectrum management, public address, giant voice, publications, and forms management. The squadron is responsible for Information Technology (IT) asset management and plans and programs. 42

CS works closely with AU, AF Life Cycle Management Center (AFLCMC), Cyber College, and the 26

Network Operations Squadron (26 NOS) to progress towards local technical and professional goals.

1.1.2.4. The 42d Contracting Squadron (42 CONS) is responsible for executing the 42d Air Base Wing’s portfolio of approximately $150.5M, to include AU and all other tenant organizations. Manages the largest BOS Contract and the 2nd largest Government Purchase Program with 412 cardholders, 196 approving officials (approximately $20.1M). The CONS’s Mission: Develop and execute innovative business strategies and cost-effective Contracting solutions to Team 42 in order to enable the global AF

Mission and warfighting capabilities.
