About this opportunity
The Air National Guard is seeking to procure 20 Deutz Model D2011L04i 24V, Tier 4 diesel engines with mounted assembly kits through Solicitation W9133L-26-Q-0001, issued by the Department of the Army National Guard Readiness Center. These engines are required to support the conversion of existing Wisconsin gas engines to Deutz diesel engines for aircraft arresting systems (BAK-12), with the objective of ensuring Air Force-wide uniformity, technical knowledge, and airman readiness in austere, deployed environments. An acceptable substitute for the primary engine specification is the Deutz Model F4L2011-31377, Tier 2 Diesel Engine. Award will be made on a Lowest Price Technically Acceptable basis to a responsible offeror whose quotation meets all mandatory technical specifications outlined in the Purchase Description. Critical dates include a question deadline of no later than April 8, 2026, government answers to be provided by April 15, 2026, and a quotation response deadline of April 30, 2026, with all quotes required to remain valid through December 31, 2026.
This solicitation is designated as a 100 percent small business set-aside under NAICS code 335312 (Motor and Generator Manufacturing) with a size standard of 1,250 employees, meaning only small business concerns are eligible to bid. Curtiss Wright/ESCO is identified as the current source for aircraft arresting systems in the Air Force inventory, with Deutz being the sole approved supplier of these specific engines. The Air National Guard has contracted with Deutz for engine production since 2019 to ensure uniformity across Air Force operations. Delivery must be completed within 180 days of contract award to CETB, 3430 2nd Street NE, Minot, North Dakota 58703, with the requirement also including one mounted assembly kit and freight services. Offerors must submit pricing using the provided Pricing Workbook with three contract line items: 20 engines (CLIN 0001), one mount assembly kit (CLIN 0002), and freight (CLIN 0003), all on a firm fixed price basis.
