About this file
This is a Justification Review Document for a sole source procurement submitted by the National Guard Bureau. The National Guard Bureau seeks to procure Deutz Model D2011L04i 24V, Tier 4 Diesel Engines with mounted assembly kits for the Air National Guard's BAK-12 arrester engine systems, with the Deutz Model F4L2011-31377, Tier 2 Diesel Engines identified as a suitable substitute. The requirement supports the conversion of existing Wisconsin gas engines to Deutz diesel engines for aircraft arresting systems. This is a reprocurement of engines previously justified as limited source acquisitions.
The justification asserts that only one responsible source can satisfy requirements based on technical specifications and Air Force standardization needs. The Air National Guard has procured Deutz diesel engines since 2019 to ensure uniformity across the Air Force and support readiness in austere, deployed environments. Technical Order references (3801-113-3, 35E8-2-10-1, and 35E8-2-5-1) specifically cite Deutz diesel engines, with no alternative engine systems referenced in applicable documentation. The procurement authority cited is 41 U.S.C. 1901 or 1903 as implemented in FAR 13.501(a) for simplified acquisition procedures for certain commercial items with sole source justification. The justification must be made publicly available with the solicitation per FAR 13.501(a)(1)(iv). The document is dated September 23, 2025, with Point of Contact Michael McDowell Jr. at 240-857-9541.

b. Description of Requirement The contractor shall provide Deutz Model D2011L04i 24V, Tier 4 Diesel Engines A suitable substitute is the Deutz Model F4L2011-31377, Tier 2 Diesel Engines along with a motu1ted assembly kit as described in the associated Ptu·chase Description inco1porated within the solicitation and subsequent award.
c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Y om· Requirements The Air National Guard (ANG) A4 has a requirement for BAK-12 all'ester engines and assembly kits to be installed on aircraft all'esting system. The engines support the conversion from ctuTent Wisconsin gas engines to Deutz diesel engines. Active duty Air Force has contracted the Deutz Model D2011L04i 24V, Tier 4 Diesel Engines. A suitable substitute is the Deutz Model F4L2011-31377, Tier 2 Diesel Engines for years prior to the Air National Guard beginning their conversion to the Tier 4 Deutz diesel engines. Technical Order 3801-113-3, Overhaul Instructions With Illustrated Parts Breakdown (IPB), was written in 1994. Change 2 was inco1porated 3 Dec 2008. It specifically references the Deutz diesel engine. TO 35E8-2-10-1, Mobile Aircraft Affesting Systems; and TO 35E8-2-5-1Also exclusively reference the Deutz diesel engine. There is no other TO referencing other AAS engines. The ANG has contracted the Deutz diesel engine since 2019 to comply with unifom1ity across the AF and mitigate difficulties when ANG Airmen deploy to austere environments. Continued conversion from cull'ent Wisconsin gas engines to Deutz diesel engines enstu-es Air Force wide unifonnity, technical knowledge, and Auman readiness in austere, deployed environments.
This FY26 requirement is seeking to reprocure the subject engines already and justified to liruit sotu·ces in the aforementioned contract action.
This brand name, limited sources justification is supported by the rationale written within FAR 13.501(a).
