About this file

This is a Question and Answer Log documenting contractor inquiries and government responses for solicitation W9133L-26-Q-0001, a 100% small business set-aside for BAK-12 arrester engines and assembly kits. The Q&A log addresses eight clarifications received from interested offerors regarding the procurement requirements and bidding process.

Key clarifications from the government responses include: (1) the 100% small business set-aside restriction will remain in place and cannot be lifted for large business participation; (2) offerors must quote both engines and installation labor in accordance with the CLIN structure provided in the solicitation guidance; (3) no virtual training is required; (4) offerors are responsible for accounting for all market impacts, including tariffs, in their pricing submissions; (5) this procurement is for new Deutz Model D2011L04i 24V Tier 4 Diesel Engines with mounted assembly kits to be delivered to Minot, North Dakota, not for replacing existing field engines—the Civil Engineer Technical Branch will handle field replacement activities; (6) no new pedestal weldment or additional heat shields beyond those native to the engines are required, as the gauge panel will be installed by the Civil Engineer Technical Branch; and (7) no core credits will be issued since this is not a replacement contract. The Q&A log reflects the government's efforts to provide pricing clarity and scope definition to support competitive bidding for the 20-engine purchase order.
