About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks potable water testing services at the George E. Wahlen Veterans Medical Center, with proposals due July 29, 2026, questions due July 14, 2026. This is a 100% set-aside for service-disabled veteran-owned small businesses under NAICS 541380 (Testing Laboratories and Services). An amendment posted July 20 revised solicitation and Statement of Work documents v2 to address contractor questions.
Place of performance is 500 S Foothill Drive, Salt Lake City, UT 84148. The contractor must collect water samples on-site using contractor-provided bottles and deliver them to certified laboratories for microbial, chemical, and water quality testing including legionella, total coliform bacteria, disinfection byproducts (TTHM and HAA5), lead and copper analysis, and PFAS testing as required. Legionella samples must be sent to CDC ELITE-certified laboratories. The contractor is responsible for all documentation, chain of custody forms, and regulatory submissions to the Utah Division of Drinking Water and Contracting Officer's Representative.
Base year (August 7, 2026–August 6, 2027) testing requirements include 406 legionella samples annually (111 quarterly), 33 bacterial samples (3 monthly), 8 disinfection byproduct dual sets (2 quarterly), 50 emergency retest samples, and 325 labor hours for water operator coordination, field data collection, and sample logistics. Lead and copper testing (20 samples every three years) begins September 2028. Four one-year option periods follow through August 6, 2031. Sampling occurs Monday–Friday, 8:00 a.m.–5:00 p.m., excluding federal holidays.
The contractor must provide firm-fixed-price quotes via email. Offerors must submit four volumes: technical capability including Statement of Work compliance and lab certifications; completed pricing for base and all option years; up to two past performance references from the last three years; and completed VAAR 852.219-75 Certificate of Compliance verifying subcontracting limitations (50% for services contracts). SDVOSB certification must be verified in the SBA Small Business Certification database at quote submission and award. Evaluation considers technical capability, price, past performance, and subcontracting compliance on a comparative basis. Contracting office: Greenwood Village, Colorado. This is a solicitation for a Contractor to furnish all labor, supervision, materials, and equipment necessary to accomplish microbial, chemical, and water quality testing of potable water. Service will include testing for legionella, bacteria, disinfection-byproducts, lead & copper analysis, and other water quality testing as required (e.g. PFAS). Water samples will be collected at the George E Wahlen Veterans Medical Center by Contractor staff, in bottles provided by the Contractor, then delivered to the lab for testing. All test results will be prepared and emailed to the Contracting Officer s Representative (COR).
