About this file

This is an Environmental Testing Protocol attachment that establishes the bacteria testing requirements for potable water at the George E. Wahlen VA Medical Center under solicitation 36C25926Q0620. The protocol mandates routine monthly bacterial testing of the water distribution system across three buildings (Buildings 1, 3, and 14), with three sample sites total per month—one site per building. Sampling sites are determined by Engineering Service, and testing frequency is governed by the State of Utah's requirements. Water samples must be collected by contractor staff using EPA's Quick Guide to Drinking Water Sample Collection methodology and transported to a certified testing laboratory within 24 hours of collection. Samples should be representative of the entire distribution system and must avoid areas with potential outside contamination, including restrooms, janitor closets, and dirty rooms.

The contractor is responsible for obtaining positive laboratory results and communicating them to the Contracting Officer's Representative as soon as possible to minimize patient exposure risk. Repeat sampling procedures must comply with the Utah Division of Drinking Water's published guidelines (DDW-2022-035825 - BacT Repeat). This testing plan is one component of the broader potable water testing solicitation, which also encompasses legionella testing, chemical analysis, disinfection byproducts, lead and copper analysis, and additional water quality testing as required, with all results to be prepared and emailed to the COR upon completion.
