The protocol mandates that contractors document water temperature, pH, and biocide levels at the time of sampling and rotate outlet locations for each testing period, except sites previously positive for Legionella must be retested. Water samples must be shipped to a CDC ELITE-certified laboratory within 24 hours of collection, with positive results reported to the Contracting Officer's Representative within 24 hours of lab receipt. All results must be formatted according to Attachment E specifications. Additional requirements include post-construction Legionella testing based on Infection Control Risk Assessments and recovery procedures following any water line disturbance to ensure adequate biocide concentration at the most distal affected site.

GEORGE E. WAHLEN VA MEDICAL CENTER
ENVIRONMENTAL TESTING PROTOCOL (Legionella Detection Program)
1. Engineering Service determines the sampling sites.
2. Water testing frequency for Legionella is controlled by VHA Directive 1061, the VASLCHCS, and with the advisement of the Infection Preventionist.
3. The contractor will collect water samples for Legionella testing at distribution endpoints in patient care areas of buildings 1, 3, and 14, and non-patient buildings 32, 42, and 43, and the cooling tower (building 27). Samples must be “first draw.”
4. The Sampling Plan below outlines monthly testing requirements for each quarter.

Notes:
1) For each site outlet, except for building 43 pumphouse, two samples are required – one hot water and one cold water.
2) At least two of the samples collected must be from an ice machine or other pure cold-water source.
5. For each Legionella water sample, document water temperature, pH and level of biocide at the time of sampling.
6. New outlets will be chosen for each testing period. Any sites that were positive for Legionella during the previous testing will be re-tested the next time testing is conducted.
7. Water samples will be analyzed at a Centers for Disease Control and Prevention (CDC) Environmental Legionella Isolation Techniques Evaluation (ELITE) certified lab.
8. Contractor will collect the water samples and ship them within 24hrs to the testing lab. Water samples from outlets will be collected as follows:
9. The Contractor will provide positive sample results within 24hrs of receipt to minimize exposure risks to patients.
10. All results will be reported in the template format provided in Attachment E.
11. Post-Construction Legionella testing will be conducted per the requirements of the Infection Control Risk Assessment conducted by the Infection Control Preventionist for each applicable project.
12. Following any disturbance to the water line, recovery procedures will be performed to ensure biocide is present at the most distal site affected by the disturbance. This includes flushing the line until an adequate biocide concentration is reached.
