About this opportunity
The Federal Aviation Administration intends to solicit design, development, and delivery of an ARSR-4 Collector Power Supply Test Station (CPSTS) replacement by August 31, 2026, through a market survey to establish acquisition strategy and assess competition for potential small business set-aside. No set-aside has been designated at this time.
The FAA seeks a production-ready test station to replace an obsolete legacy system, capable of testing and repairing both ARSR-4 Collector Power Supply (CPS) and Preamplifier Power Supply (PPS) units to specification per technical instructions TI 6340.52 and TI 6340.59. The contractor must furnish all labor, materials, parts, tools, test equipment, technical data, and facilities for design, development, fabrication, and testing. Delivery location is the FAA Logistics Center's Enroute Shop in Oklahoma City.
Performance requirements include a minimum Mean Time Between Failures (MTBF) of 10,000 hours calculated per MIL-HDBK-217F (CHG 2), operation at ambient temperatures between +10°C to +40°C with 5–90 percent relative humidity, 90-second startup, and repairability to subassembly level without specialized tools. The contractor must establish a Quality Control Program compliant with ISO-9001:2008 standards and participate in qualification testing at the FAA Enroute Shop for at least one week of continuous operation.
Deliverables include the production CPSTS unit with test process and hardware, block diagrams with part numbers and supplier identification, schematics, parts lists, theory of operation documents, repair instruction manuals, test data sheets, engineering report, and technical documentation. A Firm Fixed Price contract structure is anticipated. NAICS code 334290 (Other Communications Equipment Manufacturing) applies, with small business size standard of 800 employees. The market survey does not constitute a screening or solicitation; the FAA will not reimburse vendor submission costs.
Notice text
The FAA has a requirement for acquisition of ARSR4 Collector Power Supply Test Station (CPSTS) with functions similar to the current obsolete test station alone with test adapter and test/repair software needed to test and repair both FAA’s ARSR4 Collector Power Supply (CPS) and Preamplifier Power Supply (PPS) units to specification as outline in the statement of work.
The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. The responses will be used to develop the source list for this requirement. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor’s expense.
