About this opportunity

The U.S. Army Contracting Command–Aberdeen Proving Ground issued an Army Open Solicitation (AOS W9128Z-25-S-A002) on 1 May 2025 to acquire innovative commercial and research-and-development solutions across all Army Mission Areas; the solicitation remains open indefinitely until canceled and accepts submissions on a rolling basis through two pathways: Active Capability Gap (ACG) submissions and Call for Solutions amendments posted on SAM.gov.

The AOS aims to revive the industrial base, maximize Army lethality, and rapidly deliver commercial technology advancements and R&D solutions to the Warfighter. ACC-APG intends to award contracts or Other Transactions (OTs) using a combination of authorities including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcement, DFARS 235.016, 10 U.S.C. 4021–4023, 10 U.S.C. 3458 Commercial Solutions Opening, and the Employee Stock Ownership Pilot program authorized by Section 874 of the NDAA FY2022 (amended by Section 872 of the NDAA FY2024). The default approach leverages Commercial Solutions Opening authority with OT instruments, particularly for software acquisition under the Software Acquisition Pathway.

Twelve Army Example Areas are covered: Intelligence, Electronic Warfare and Sensors; Tactical Communications; Ground Combat Systems; Soldier Equipment; Missiles and Space; Simulation Training and Instrumentation; Aviation; Supply Chain and Logistics; Installation Support and Innovation; Advanced Manufacturing; Army Enterprise Business Solutions; and Data Engineering and Software (with six subsections addressing MOSA enablement, Digital Engineering environments, cybersecurity tooling, supply chain risk management, kill chain resilience, and other capabilities).

Contractors may respond via Active Capability Gap submissions—a rolling, three-phase process (Solution Brief, optional Live Pitch, full Solution Proposal) accepting unclassified solutions up to 5 pages or 15 slides—or await specific Call for Solutions amendments. ACG Solution Briefs must include executive summary, high-level concept, Rough Order of Magnitude and schedule (maximum two pages), company viability, business status certification, and intellectual property statements. The government anticipates evaluation within 90 days and reserves the right to select all, some, or no submissions. Eligible contractors must maintain SAM registration with a valid Unique Entity ID, register in the Wide Area Work Flow invoicing system, represent small business status if applicable, and obtain responsibility determinations. Foreign-owned businesses may participate independently or via teaming arrangements, subject to security clearance capabilities. The government does not reimburse submission costs, which cannot be included in pricing. Non-Government advisors with signed NDAs may support evaluations. ACG submissions are directed to usarmy.apg.acc.mbx.army-open-solicitation@army.mil with the Army Example Area specified in the subject line. The solicitation has been amended multiple times; the most recent version (26 March 2026) incorporates expanded Army Example Areas and refined ACG procedures.
