About this opportunity
The Army Contracting Command – Aberdeen Proving Grounds (ACC-APG) Orlando Division, on behalf of the Capability Program Executive Simulation, Training, Test & Threat (CPE ST3), intends to solicit integrated software solutions for the Synthetic Training Environment (STE) Virtual Software under Army Open Solicitation Number W9128Z-25-S-A002, with solutions due September 21, 2026 at 1000 a.m. EDT. The Government will award multiple concurrent FAR contracts or Other Transaction Agreements across five competitive lots with combined anticipated value approximately $250 million.
The procurement is structured as a five-lot competition: Lot 1 (Common Core Software) requires a COTS or enhanced baseline platform delivering 60Hz minimum simulation tickrate, 90Hz rendering frame rate, under 20ms end-to-end latency, support for 50,000+ active entities, and open SDKs and APIs with documented scripting environments. Lot 2 (Simulation Application Software) calls for specialized plug-in modules compatible with the Lot 1 environment. Lot 3 (Hardware-in-the-Loop Integration) demands real-time integration with GFE RVCT physical hardware via open Hardware API standard. Lot 4 (Training Management & After-Action Review Data Layer) requires Plan-Prepare-Execute-Assess suite tools with real-time event ingestion and automated reporting. Lot 5 (Enterprise Integration Support) mandates independent technical governance including DevSecOps pipeline management, SDK administration, and OCI firewall isolation.
Place of performance is Orlando, Florida. Solutions must demonstrate Technology Readiness Level 8/9 maturity with fielded products, native One World Terrain data ingestion and rendering, RVCT hardware compatibility, modular architecture supporting HLA IEEE 1516, DIS IEEE 1278.1, and REST/gRPC interoperability, secure-by-design cybersecurity, Program Protection Plan alignment, and Foreign Disclosure Office releasability with data-core code separation for rapid coalition sanitization. All awardees must execute a Government-approved Associate Contractor Agreement within 30 days of award mandating technical data, SDK, and API sharing without additional cost.
Industry Day and one-on-one sessions occur September 15–17, 2026 in Orlando. Down-select notifications follow September 25. Live demonstrations and vendor selection proceed through October, with anticipated award November 6, 2026. Evaluation prioritizes speed to Initial Operating Capability and technical schedule delivery velocity over technical approach and relevant experience.
