1. BACKGROUND

IPPS-A is a Defense Business System deployed on the Non-secure Internet Protocol Router (NIPRNET) with a second instantiation deployed on the Secure Internet Protocol Router Network (SIPRNET). These IPPS-A systems exchange information bi-directionally through a Defense Information Systems Agency (DISA) Cross Domain Enterprise Service (CDES) with an Authorization to Connect (ATC) initially granted by DISA in 2019 and implemented in 2022 as part of IPPS-A Increment II (Inc II) Release 3 as a Minimum Viable Solution for integrated personnel capabilities. IPPS-A operates on DISA hosted infrastructure and provides a set of integrated personnel capabilities for all Army Components, building on the trusted database delivered by the IPPS-A Increment II program. IPPS-A manages status changes for Army personnel as they transition between Active, Reserve, and National Guard components to ensure accurate service time minimizing impact on individual pay, credit for service, and other benefits as well as enable disciplined human resource management. Following Release 3, IPPS-A Increment II transitioned to an Agile software development model and releases new and updated capabilities bi-weekly. The ongoing capability development will deliver integrated personnel and pay capabilities to target the elimination of duplicate data entry; reduction of complex system maintenance; and minimization of pay discrepancies.

2. PROBLEM STATEMENT

The IPPS-A Inc II program is seeking a single, comprehensive solution to effectively operate and maintain the integrated Army Human Resources (HR) and payroll software solution and continue development of new and enhanced HR software capabilities. IPPS-A is the largest global implementation of PeopleSoft Human Capability Management (HCM) and currently operates on infrastructure that will reach end of life in 2027. In 2023, IPPS-A transitioned software development teams from waterfall to Agile practices. As a large, complex solution, IPPS-A continues to work at broadening the adoption of the Scaled Agile Framework version

6.0 (SAFe 6.0) to scale the Agile practices, apply meaningful metrics for program success, remove bottlenecks in decision making, eliminate duplicate roles and oversight practices, minimize personnel not directly enabling software delivery, and prevent backsliding to waterfall practices.

MAHC-III has several specific challenges facing the IPPS-A program to include:

• Complete knowledge transfer activities in 6 months or less to assume full responsibility for production operation of the largest global PeopleSoft HCM and Global Payroll implementation, maintain interfaces with over 50 trading partners, develop HR capabilities against a custom baseline, assume in-flight legacy system subsumptions, continue Tier II Help Desk case resolution in < 96 hours, and conduct training without sacrificing user adoption;

• Slow adoption and integration of modern development, security, and operations (DevSecOps) practices and tools to automate the DevSecOps pipeline inclusive of centralized code repositories, automated regression testing and code verification, configuration management, and code migration across multiple environments to reduce inefficient and error-prone manual processes and increase software delivery velocity and quality without increasing cost;

• Balance resources and priorities between operating production on-premise, refactoring the baseline for environments operating on the Cloud platform, and supporting completion of

Cloud Migration activities led by Oracle by the end of 2027 and transform to a “Cloud native” capability within 10 years;

• Manage the volume of technical debt while delivering new capabilities and utilizing low-code/no-code solutions that interoperate with the baseline and do not introduce a security or audit risk;

• Implement and maintain an End User accessible environment that enabler provisioned users to build solutions (applications, reports, etc.) to meet their needs leveraging our No Code / Low Code tool, APEX. Ensure tools and environment are secure, scalable and maintainable. Provide sufficient training and support to ensure successful delivery;

• Improve data quality, integrity, and security when exchanging data with trading partners and migrating data from legacy systems to minimize operational impacts due to data availability delays and system errors associated with data conflicts;

• Deconflict and address archiving requirements for hot, warm, and cold storage to enable records management capabilities for over 5 million inactive, separated, or retired Soldier records;

• Address cross-team dependencies in a multi-vendor environment without a negative impact to planned objectives and priorities (i.e. decrease dependencies without a negative impact to performance, quality, reliability, and sustainability); and

• Scale training to >1.1 million Soldiers to improve user adoption with a limited travel budget and limited number of instructors while deploying the WhatFix digital adoption platform.

Proposed solutions will adhere to the Department of Defense (DOD) software acquisition pathway (SWP) for delivering capabilities at least annually without causing any interruption in service availability and seamlessly integrating code/data in a multi-vendor/multi-development team environment. Currently, IPPS-A releases new and enhanced software features along with bug fixes on a bi-weekly basis. New capabilities involving multiple features are planned as Minimum Viable Products (MVPs) to be delivered in less than 1 year. Refining the backlog of HR capabilities for planning and delivery of MVPs to production remains an opportunity for continuous improvement as IPPS-A broadens its adoption of SAFe.

3. DESIRED SOLUTION OBJECTIVES

IPPS-A is seeking innovative approaches to address the challenge areas outlined above. A comprehensive solution is desired for the following overarching MAHC-III Objectives:

• Innovate existing practices and effectively implement in a multi-vendor, collaborative software development program operating with a SAFe Solution Train and multiple Agile Release Trains;

• Increase automation of DevSecOps practices to improve the software baseline management and integrity across all environments (e.g., development, test, training, and production) on multiple platforms during Cloud Migration;

• Identify opportunities to increase “Cloud native” and low-code/no-code solutions to enable migration from legacy system architecture, components, and products reaching end-of-life;

• Efficiently integrate new capabilities potentially involving multiple vendors (i.e., Oracle, AMP contractor, etc.) into the deployed baseline;

• Subsume up to 20 legacy systems in accordance with the prioritized backlog without adding technical debt;

• Maintain and expand interfaces to external systems and trading partners from 53 up to 135 interfaces; and

• Focus on maximum efficiencies and use of suitable automation and be scalable and adaptable to future technology advancements with the flexibility to integrate emerging technologies.

The specific solution objectives include:

1. Maintain and Operate the IPPS-A Solution Baseline to increase reliability, scalability, and affordability

2. Facilitate Product Integration and Testing to increase quality and test capacity

3. Operate Tier II Help Desk to facilitate user adoption and satisfaction

4. Plan and execute Training Program to increase user adoption
