About this opportunity
Fermi National Accelerator Laboratory seeks supply, installation, and testing of stainless-steel argon piping for the Deep Underground Neutrino Experiment, with proposals due July 27, 2026, and a mandatory pre-proposal meeting on June 23, 2026. The solicitation carries no set-aside. Fermi Forward Discovery Group, LLC, operating under Department of Energy Prime Contract No. 89243024CSC000002, is issuing this subcontract on a Firm Fixed Price basis.
Place of performance is Lead, South Dakota, at the Sanford Underground Research Facility. The work consists of supply and installation of 8-inch diameter Schedule 10 stainless-steel pipe between the Argon Receiving Facility and Ross Shaft, 6-inch diameter Schedule 10 pipe from the shaft collar to the 4850 Level, and 8-inch diameter Schedule 10 pipe from the shaft to the Central Utility Cavern, along with comprehensive weld and gas testing. The project transports approximately 40,000 metric tons of argon in gaseous form underground. Construction begins May 2027 with a requested completion within 250 calendar days from award, though faster performance is desired particularly in the shaft. Award is anticipated October 10, 2026, with final completion by September 22, 2027.
NAICS 236210 (Industrial Building Construction); PSC Y1JZ (Construction of Miscellaneous Buildings).
Evaluation uses a lowest-price technically acceptable methodology, weighing Past Experience and Past Performance (minimum three comparable projects within ten years) as the primary factor, followed by Technical Merit of the Offeror's Approach (installation methodology, weld inspection, gas testing, schedule), and ESH Corporate Program and Quality Assurance Program (corporate safety plan with Experience Modification Rate data and documented quality assurance program meeting standards such as ISO 9001 or ASME). Non-small businesses must submit a Small Business Subcontracting Plan. Offerors must comply with Davis-Bacon prevailing wage determinations for Lawrence County, South Dakota, effective January 2, 2026, and adhere to 10 CFR Part 851 Worker Safety and Health Program and OSHA standards. Technical questions were due July 3, 2026. Amendment 2 issued July 17, 2026, providing additional questions and answers; the proposal due date remains unchanged.

July 17, 2026 - Amendment 2 is issued to proviide additional questions and answers to this RFP. Documents are attached. The Proposal due date is unchanged, proposals are due on 27 July 26.
July 8, 2026 - Amendment 1 is issued to provide questions and answers to the RFP. Documents are contented in the attached link.
As part of the DUNE experiment, approximately 40,000 metric tons of Argon is required to be transported from the surface to the Central Utility Cavern (CUC) at the 4850 Level. This Argon will arrive at the Ross Shaft Argon Receiving station in liquid form where it will be stored in tanks. It will then be converted to the gaseous phase, where it will be transported underground through a stainless-steel pipeline. This pipeline will be 8” diameter Schedule 10 between the Argon Receiving Facility and the Ross shaft, 6” diameter schedule 10 from Ross shaft collar to the 4850 Level, then return to 8” diameter schedule 10 from the Ross shaft to the CUC.
This SOW defined as “Argon Gas Piping Supply and Installation for LBNF” outlines the requirements for the supply, installation and testing of a stainless-steel pipeline at LBNF as described above.
