About this file
This is a Request for Proposals (RFP) for the supply, installation, and testing of stainless-steel argon piping for the Long-Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment at the Sanford Underground Research Facility in Lead, South Dakota. Fermi Forward Discovery Group LLC (FFDG), operating under Department of Energy Prime Contract No. 89243024CSC000002, is soliciting proposals for this work. The project requires supply and installation of 8-inch diameter Schedule 10 stainless-steel pipe between the Argon Receiving Facility and Ross shaft, 6-inch diameter Schedule 10 pipe from the shaft collar to the 4850 Level, and 8-inch diameter Schedule 10 pipe from the shaft to the Central Utility Cavern, along with comprehensive testing. FFDG has separated the work into four line items: Purchase of Argon Piping, Installation (surface, shaft, and underground components), and Testing, all on a Firm Fixed Price basis. The requested completion timeline is 250 calendar days from award, with FFDG's preferred schedule of 90 days for material procurement and receipt, 140 days for installation (20 days surface, 90 days shaft, 30 days underground), and 20 days for testing, though concurrent activities are permitted and faster performance is desired, particularly in the shaft.
Proposals must be submitted by 5:00 p.m. Mountain Time on July 27, 2026, to Jerry King at jking@fnal.gov, with a mandatory pre-proposal meeting and optional underground site visit scheduled for June 23, 2026. Technical questions must be submitted by July 3, 2026. Award is anticipated by October 10, 2026. Proposals shall include separate Technical and Price/Business volumes addressing three evaluation factors in descending order of importance: Past Experience and Past Performance (minimum three comparable projects within ten years), Technical Merit of the Offeror's Approach (installation methodology, weld inspection, gas testing, and schedule), and ESH Corporate Program and Quality Assurance Program (corporate safety plan with Experience Modification Rate data and documented quality assurance program meeting standards such as ISO 9001 or ASME). The evaluation will use a best-value tradeoff methodology, and FFDG intends to award one Firm Fixed Price subcontract. Offerors must submit required certifications and representations, including PUR-466 and SARC forms, organizational conflict of interest forms, corporate quality control plans, and Fermilab Subcontractor Injury & Illness Data Questionnaires with OSHA 300A logs. Non-small businesses must submit a Small Business Subcontracting Plan. A minimum 180-day offer acceptance period is required, and offerors taking exceptions to RFP terms may be rendered ineligible for award.
