SUBMITTAL OF PROPOSALS

Complete written proposals must be submitted electronically to the undersigned Procurement Specialist listed below no later than 5:00 PM Mountain Time on July 27, 2026. FFDG reserves the right to extend the due date for proposals and to accept late proposals if it is in the best interest of FFDG and the U.S. Department of Energy (DOE).

Jerry King Email: jking@fnal.gov The proposals shall be valid for a period of 180 days from the proposal’s due date. FFDG reserves the right to reject any and all proposals, to waive any minor irregularities in any proposal, or to cancel this RFP at any time prior to award without cost to FFDG. FFDG will not reimburse any firm for any preparation costs incurred or any other costs related to the participation in or preparation of this RFP.

EVALUATION AND SELECTION

FFDG will evaluate each proposal to ensure that it meets the Mandatory Requirements as identified in the RFP. The Offeror will be required to provide evidence (along with its proposal) indicating the Mandatory Requirements identified have been met. If the proposal does not meet the Mandatory Requirements, FFDG Procurement may, at their discretion, contact the Offeror to clarify any omissions or exceptions. If an Offeror cannot meet or does not address compliance in writing with the mandatory technical requirements, the proposal may be considered non-responsive and not be evaluated further consideration for award of a Subcontract. Proposals that meet all the Mandatory Requirements in the solicitation will be further evaluated based on the Technical Evaluation criteria stated in the RFP.

FFDG will make the selection for award using a lowest-price technically acceptable (LPTA) approach. The resulting subcontract will be awarded on a Firm-Fixed-Price (FFP) basis.

Offerors are cautioned that any proposal may be rejected as nonresponsive if it is materially unbalanced as to the costs. FFDG may determine that a proposal is materially unbalanced when it is based on costs that are significantly less than cost for some work and costs that are significantly overstated for other work.

More information about the selection criteria and process is provided in the Proposal Preparation Instructions document.

FUNDING AVAILABILITY

FFDG’s obligation under this Subcontract is contingent upon the availability of appropriated funds from which payment for Subcontract purposes can be made.
