About this opportunity
The Army Contracting Command seeks a contractor to provide base operations support services at Apiay Air Base near Villavicencio, Colombia, with proposals due May 28, 2026. The procurement (W912CL26RA002) is restricted to Women-Owned Small Businesses, foreclosing competition outside that set-aside.
Place of performance is Apiay Air Base, Colombia, with administrative oversight at U.S. Army South (USARSOU), Fort Sam Houston, Texas. The contractor shall furnish non-personal services including repair and maintenance of facilities and equipment, grounds maintenance, housekeeping and janitorial services, administrative support, property accountability, cargo movement, and management of approximately 94 billeting rooms, six offices, two kitchens, two dayrooms, 10 storage areas, and two aircraft hangars.
The contract runs from July 30, 2026 to January 29, 2027 (base period of six months), followed by four twelve-month option periods extending through January 29, 2031. Government fill-in values for the base period total $140,000, with option period values varying by cost line item. Pricing is submitted in U.S. dollars for labor (CLIN X001), Defense Base Act insurance (X005), CDRL (X007), and service contract reporting (X008); other direct costs and contractor-acquired property (utilities, equipment, materials, travel) are government-provided or reimbursed against ceilings without indirect costs on receipt-based ODCs.
Key personnel must include a bilingual Site Manager and Fuels Manager, each with Secret clearance and specified supervisory or technical experience. All contractor personnel require active personnel security clearances, background checks, and AT Level I, OPSEC, TARP, and iWATCH training. The contractor must obtain Colombian business registry authorization; subcontractors cannot substitute for key U.S. citizen positions.
Technical proposals (45 pages maximum, excluding resumes and certifications) must include Management, Staffing, and Property Management Plans, each rated Acceptable or Unacceptable; any Unacceptable rating eliminates the offer. Past performance references must fall within the last three years and be submitted independently by reference contacts. The NAICS code is 561210 (Facilities Support Services); PSC is S216 (Housekeeping—Facilities Operations Support). Award will be made to the responsible offeror with an acceptable technical proposal offering best value among past performance and price. A pre-proposal conference and site visit occurred May 13, 2026; questions were due May 18 (extended from May 14). Four amendments have been issued, updating the Performance Work Statement and addressing clarifications on indirect costs, staffing, and operational standards.
