Services include repair and maintenance of facilities and equipment, grounds maintenance, housekeeping and janitorial services, administrative support, property accountability, cargo movement, and billeting facility management. Key contract requirements mandate that the contractor establish a Quality Control Plan within 30 days of award and an Operations Security program within 90 days, while meeting multiple training requirements including Anti-Terrorism Level I, OPSEC, SERE, and country-specific clearances. The contractor must provide a full-time Site Manager with U.S. citizenship, minimum seven years supervisory experience, four years facility and equipment maintenance background, and bilingual English-Spanish proficiency at Level 2/2+ with a Secret security clearance, as well as a Fuels Manager with six years aviation fuel servicing experience. The pre-solicitation notice was posted on March 30, 2026, with the full solicitation expected to be released around April 20, 2026 through the GPE; potential offerors must submit questions regarding the draft Performance Work Statement by April 23, 2026 (the pre-solicitation response date), and a pre-proposal conference and site visit are tentatively scheduled for May 13, 2026.

This opportunity includes no set-asides, with Cambridge serving as the incumbent contractor responsible only for facilitating base access permissions through a formal Oficio request process requiring 20 working days for processing. The contract will be structured as a firm-fixed-price award with six contract line items, including base operations support services and other direct costs. The government anticipates a six-month base period beginning July 30, 2026, followed by four twelve-month option periods, providing a potential total performance period of approximately 4.5 years. The facility encompasses approximately 94 billeting rooms, six office facilities, two kitchens, two dayrooms, 10 storage areas, two aircraft hangars, and other support structures. Prospective offerors interested in attending the site visit must submit the Cambridge Oficio Request Form with complete passport information and details of their visit (the five Ws) to javier.valcarcel@cbridgeinc.com to allow adequate processing time, and interested vendors should monitor sam.gov for the full solicitation release.
