3. Evaluation of Past Performance:

(a) The Government will conduct a Performance Confidence Assessment for each offeror based upon submitted recent, relevant Past Performance Information (PPI) (including but not limited to Past Performance (PP) references) as it relates to the probability of the offeror being able to successfully fulfil the requirement. Recent performance is ongoing or completed within the last three (3) years. Relevancy of Past Performance includes similar contract price, place of performance (OCONUS), performance timeframe, and services performed comparable to the solicitation requirement. The Government's subjective evaluation of the overall quality of an offeror's submitted PPI and sources described in the paragraph below will be a factor in determining the relative merits of the offeror's proposal, and in selecting for award the offeror whose proposal is considered the best value to the Government. Offerors will be given an opportunity to address especially unfavorable reports of past performance, and the offeror's response, or lack thereof, will be taken into consideration.

(b) In investigating an offeror's past performance, the Government may consider information in the offeror's proposal and information obtained from other sources such as CPARS, including past and present customers and their employees, other government agencies, including state and local agencies, consumer protection organizations and better business bureaus; former subcontractors; and others who may have useful information.

(c) The offeror is responsible for ensuring references submit past performance surveys; the Government will not be contacting references to obtain a survey on behalf of the offeror. The Government will evaluate past performance in accordance with submission requirements. The Government will evaluate a maximum of three (3) past performance questionnaires. If more than three questionnaires are received, only the first three received will be evaluated.

(d) In the case of an offeror without an identifiable record of past performance, or for whom information on past performance is unavailable (this includes PPI identified by an offeror for which the corresponding PP questionnaires were not received by the Government), the degree of confidence to the Government cannot be adequately determined. The offeror may not be assessed either favorably or unfavorably on Performance Confidence, resulting in an Unknown Confidence (neutral) rating.

(e) The ratings of a Performance Confidence Assessment are in the following table.

Performance Confidence Assessments Rating Method

Adjectival Rating Description

Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

4. Evaluation of Price

The total evaluated price will be the total price of CLINs X001, X005, X007, and X008 including the base and all option periods. Government fill-in CLINs are excluded from the Total Evaluated Price as they are the same for all offerors. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options does not obligate the Government to exercise the option(s).

The contract will include FAR Clause 52.217-8, Option to Extend Services, with the potential to extend the contract an additional six (6) months beyond the awarded contract performance period. This option will be evaluated by adding ½ of the 4th option period price to the total evaluated price. In the event the Government requires continued performance, the Government's evaluation of prices proposed for the base and all option periods will suffice to be the Government's evaluation of prices under the extension of services (ref. 52.217-8).

The Government anticipates adequate price competition, however, if at any time during competition the Contracting Officer determines that adequate price competition no longer exists or that price reasonableness cannot be determined, offerors may be required to submit additional data other than certified cost or pricing data, as appropriate, for the Contracting Officer to determine the price fair and reasonable.

5. The Government intends to award this requirement without discussions; however, the Government reserves the right to conduct discussions if the Contracting Officer later determines it is necessary.
