About this file

This is a Questions and Answers (Q&A) log documenting pre-proposal inquiries and government responses for solicitation W912CL26RA002, Apiay Base Operations Support Services. The document does not provide substantive details on required products or services, as it functions as a reference tool for offerors clarifying solicitation requirements rather than defining those requirements.

The Q&A log addresses critical administrative and technical matters across 18 inquiries dated April 23 through May 7, 2026. Key clarifications include: (1) this is a recompete of incumbent contract W912CL21C0001; (2) proposal submission deadline extended to May 26, 2026, at 2:00 PM Central Daylight Time; (3) questions deadline extended to May 18, 2026; (4) technical proposal page limit increased to 45 pages (excluding title pages, table of contents, and glossaries); (5) Property Management Plan may be submitted as a separate document excluded from page count; (6) pricing proposals require capped cost reimbursement for ODC CLINs with allowable costs reimbursed based on receipts up to government-established ceiling amounts, with no indirect costs authorized for utilities and internet CLINs (X002); (7) past performance references must fall within a strict 3-year recency window; and (8) the prime contractor must obtain authorization to operate in Colombia, not through subcontractors. Government responses indicate amendments to the Performance Work Statement Section 1.6.14 regarding indirect cost authorization and future revisions to the Performance Requirement Summary table to align with PWS sections.
