Contractors must provide all labor, supervision, materials, and parts to complete certified inspections, with the government handling boiler opening and cleaning beforehand. A mandatory site visit is scheduled for January 22, 2025, at 10:00 AM EST, and interested firms must be registered in the System for Award Management (SAM) prior to award. The contract is a 100% small business set-aside under NAICS code 541350 with a small business size standard of $11.5 million. The performance period consists of a 12-month base period estimated to start around March 3, 2025, followed by four potential 12-month option periods, with a total potential contract duration of five years. The work will be performed in Richmond, VA, and requires contractors to have inspectors with valid National Board of Boiler and Pressure Vessel Inspectors certification and current state licenses. Contractors will be responsible for conducting inspections on 20 units requiring three-step annual inspections and 13 units requiring two-step annual inspections, with work typically performed Monday through Friday between 7:00 AM and 4:00 PM.
