About this opportunity
The Air Force Air Combat Command (ACC) is seeking a contractor to provide comprehensive federal contracting support services through the AMIC Contract Administration Support Services (ACASS) program. Services include acquisition planning, market research, acquisition strategy development, contract document preparation, cost/price analysis, proposal evaluation assistance, and contract administration duties including records management and filing systems. Key qualifications require all contractor personnel to hold at minimum a Secret security clearance with plans to achieve Top Secret/Sensitive Compartmented Information (TS/SCI) within 12 months, possess a Bachelor's degree in business disciplines, maintain DAWIA Level II certification or equivalent, and demonstrate proficiency with federal procurement systems such as WAWF and SharePoint. The evaluation will employ an integrated assessment approach with three primary factors: Past Performance (Pass/Fail basis requiring 2-3 relevant Department of Defense contracts from the past three years), Technical Capability (addressing security clearance status, management staffing plan, and quality surveillance plan), and Price Proposal (evaluating the lowest two priced proposals that pass past performance factors). The deadline for submitting written questions and requests for clarification is April 24, 2026, with proposals due electronically by 4:00 PM EST on May 1, 2026.
This procurement is designated as a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 541990, with no incumbent contractor identified in the solicitation materials. The contract is structured as an indefinite-delivery/indefinite-quantity firm fixed-price agreement valued at an estimated five-year ordering period from June 1, 2026 through May 31, 2031, with potential performance extending through May 31, 2032. The contractor will provide services across four military installations: Patrick Space Force Base (Florida), Joint Base Langley-Eustis (Virginia), Joint Base San Antonio (Texas), and Tinker Air Force Base (Oklahoma), with an estimated 1,872 hours annually per labor category at each location. Three labor categories are specified with distinct experience requirements: Basic (greater than 3 years), Journeyman (greater than 5 years with limited warrant experience), and Advanced/Team Lead (greater than 10 years with unlimited warrant experience). Contractor personnel must maintain core working hours of 9:00 AM to 3:00 PM Monday through Friday and comply with Cybersecurity Maturity Model Certification (CMMC) Level 1 requirements and applicable Service Contract Labor Standards at each performance location.
