About this file

This document is a Section M Evaluation Basis for Award for a competitive commercial services solicitation under the Revolutionary FAR Overhaul (RFO) Part 12.203. The Government intends to award one firm fixed price indefinite delivery/indefinite quantity (ID/IQ) contract for AMIC Contract Administration Support Services (ACASS) to a Service-Disabled Veteran-Owned Small Business (SDVOSB), with a five-year ordering period. Solicitation number FA7022-26-R-0003 is for Patrick Space Force Base, FL. The evaluation will apply an integrated assessment approach where non-price evaluation factors combined are approximately equal to price, and award may be made to a higher-priced offeror if technical superiority or overall business approach justifies the cost difference.

The evaluation comprises three primary factors: (1) Past Performance, evaluated on a Pass/Fail basis requiring offerors to provide 2-3 relevant contracts from the past three years with Contractor Performance Assessment Reports (CPAR) or Past Performance Questionnaires (PPQ); (2) Price Proposal, where the lowest two priced proposals passing past performance are evaluated technically, with evaluation continuing down the price ranking until at least two technically capable proposals are identified; and (3) Technical Capability, which includes three subfactors—Security Clearance (minimum Top Secret FCL with plan to achieve TS/SCI within 12 months), Management Staffing Plan (demonstrating understanding of work, meeting objectives, timely performance, qualified key personnel, and recruitment/retention capabilities), and Quality Surveillance Plan (quality oversight and maintenance of PWS standards). Offerors must comply with all solicitation requirements, terms, conditions, representations, and certifications, with any exceptions requiring clear identification and complete supporting rationale.

Section M FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Deviation)

EVALUATION BASIS FOR AWARD

I. Basis for Contract Award

A. This is a competitive, conducted IAW Revolutionary FAR Overhaul (RFO) Part 12.203. The Government intends to award a contract to the most responsible offeror who will be the most advantageous to the government and who is a Service-Disabled Veteran-Owned Small Business (SDVOSB) per Revolutionary FAR Overhaul (RFO)19.106. The anticipated award will be a commercial service Firm Fixed Price (FFP) ID/IQ contract with a five (5) year ordering period as a result of this solicitation. This may result in an award to a higher rated, higher priced offeror where the decision is consistent with the evaluation factors and the government reasonably determines that the technical superiority and/or overall business approach and/or superior past and present performance of the higher priced offeror outweighs the cost difference.

II. Proposal Evaluation: The evaluation process will be accomplished as follows (organized by volume):

A. General

1. Number of Contracts to be Awarded – The Government intends to award one (1) commercial services FFP contract “AMIC CONTRACT ADMINISTRATION SUPPORT SERVICES (ACASS)” from RFP solicitation

FA7022-26-R-0003.

2. Evaluation Factors

4.1 Evaluation factors other than price when combined are approximately equal to price.

4.2 The evaluation and final determination leading to a possible award will be based upon the most responsible Offeror whose offer conforming to the solicitation will be combination most advantageous to the Government, based upon an integrated assessment of the evaluation factors described below. The Government will conduct a price analysis to determine whether proposed prices are fair, reasonable and balanced. The following evaluation factors will be used to evaluate the AMIC CONTRACT ADMINISTRATION SUPPORT SERVICES (ACASS) contract:

(a) FACTOR 1: Past Performance The Government will evaluate the quality of the offeror's past performance deemed relevant to the requirements of this RFP. The Government will use information submitted by the offeror and any other sources of information available to assess past performance. The Government will evaluate past performance on a Pass/Fail basis as follows:

Pass: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Fail: Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

The offeror shall provide past performance information for at least two (2) but no more than three (3) of the most relevant contracts that demonstrate contracting as described in the PWS experience on behalf of the

Section M FAR 52.212-2 Evaluation-Commercial Products and Commercial Services (Deviation)

Department of Defense agencies, within the last three (3) years from the issue date of this RFP or currently being performed. Relevant contracts include contracts similar or greater in scope, magnitude, and complexity than the effort described in this RFP. The Offeror shall provide a Contractor Performance Assessment Report (CPAR) for the referenced project, if one is available. If a CPAR is not available, the Offeror shall submit a Past Performance Questionnaire (PPQ) signed by the customer reference Addendum 3 Past Performance Questionnaire to this RFP. PPQs shall not be sent directly to the Contracting Office soliciting this requirement;

it is the responsibility of the Offeror to include the completed CPAR and/or PPQ as part of its quote.

(b) FACTOR 2: Price Proposal The lowest two priced proposals for Patrick Space Force Base (PSFB), FL that have passed the past performance factor, shall be evaluated for technical capability. If either of those two technical evaluations result in an elimination the government will evaluate the next lowest priced proposal until at least two priced proposals are determined technically capable.

(c) FACTOR 3: Technical Capability

Sub-Factor 1: Security Clearance Pass/Fail criteria will need to meet the requirement as stated in the DD254 with a minimum Top Secret FCL Security Clearance currently with a plan of action to get each individual assigned to this requirement a TS/SCI clearance within 12 months from date of award.

Sub-Factor 2: Management Staffing Plan The contractor will be evaluated on its ability to: 1) Demonstrate a clear understanding of the work to be performed within the RFP PWS; 2) Meet the Government’s objective as stated in the RFP PWS; 3) Perform the tasks and deliverables of the RFP PWS within the timely manner; 4) Deliver key personnel that meets the RFP PWS’s qualification requirements; 5) Recruit/source, onboard, and retain the talent required to perform for this contract.

Sub-Factor 3: Quality Surveillance Plan The contractor will be evaluated to determine how well the Offeror demonstrates quality oversight and how quality standards as outlined in the PWS, will be achieved and maintained during performance of the contract.

III. SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS

Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale.
